INVITATION TO TENDER FOR YEAR 2024 CAPITAL APPROPRIATED PROJECTS

(1.0)  INTRODUCTION

The National Horticultural Research Institute (NIHORT), Ibadan with the mandate to conduct research into genetic improvement, production, processing, storage, utilization and marketing of tropical fruits, vegetable, ornamentals, spices, other medicinal and aromatic plants of nutritional and economic importance.

In compliance with the provisions of the Public Procurement Act 2007, the Institute wishes to Invite eligible Contractors and Service Providers/Consultants that possess the cognate experience and requisite technical and financial capacities to submit bids for the under listed Goods, Works and Services (Institutional, Zonal Intervention and Constituency Projects).

(1.0)  ELIGIBILITY REQUIREMENTS

Interested and competent Contractors and Consulting Firms/Individual Consultants wishing to carry out the project listed under the three (3) categories above are required to submit the following documents in the Technical Bids/EOI, which will be subject to verification:

(a)     Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) Including, Memoranda & Articles of Association, Form CAC 1.1 or CAC 2 & 7 (Certify True Copy). Business name with Form BN1 is also acceptable for Consultancy Services;

(b)     Evidence of Company’s Income Tax Clearance Certificate Income Tax Clearance Certificates of all the partners in case of Business Name) for the last three (3) years valid till 31st December, 2024;

(c)      Evidence of Pension Clearance Certificate valid till 31st December, 2024 this requirement is only applicable to bidders whose number of staff is 15 and above);

(d)     Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

(e)      Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024;

(f)      Evidence of Registration on the National Database Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 /12/2024 or valid Certificate issued by BPP;

(g)     Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility when

(h)     Sworn Affidavit:

–         Disclosing whether or not any officer of the relevant committees of the National Horticultural Research Institute or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder end confirm that all information presented in its bid are true and correct in all particulars;

–         That the company is not in receivership, Insolvent or bankrupt;

–         That the company does not have any Director who been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety;

(i)      Company’s Audited Account for the last three (3) years (2021, 2022 and 2023);

(j)      Company’s Profile with the Curriculum Vitae of key staff to be deployed for the project including copies of their Academics/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, ICAN, ANAN etc.;

(k)     Verifiable documentary evidence of at least three (3) similar jobs successfully executed in the last five (5) years including Letters of Awards, Valuation Certificates, and/or Job Completion Certificates and Photographs of the Projects;

(l)      List of Plants and Equipment with proof of Ownership or Lease Agreement;

(m)    OCBWKS1: Evidence of Firms’ current registration with Nigerian Electricity Management Services Agency (NEMSA);

(n)     For Supply of Equipment; Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);

(o)     OCBCS 1: Evidence of payment of annual registration with the Office of Auditor for Federation;

(p)     OCBCS 1; Evidence of current registration with the Accounting professional body(ies) such as ICAN, ANAN, ACCA, etc.;

(q)     Training: Evidence of Firms’ current Licence/Accreditation issued by relevant regulatory professional bodies such as Centre for Management Development Training.

(r)      For Joint Venture Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate (IRR) & Sworn Affidavit are compulsory for each JV partners.

All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC) contact Address, Telephone Numbers (preferable GSM No.) and valid e-mail address and official company’s address. The Letter Head Paper must bear the Names, Nationalities and, telephone number of the Directors of the company at the bottom of the page.

(3.0)  COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)

Interested and competent bidders are requested to collect the Standard Bidding Documents (SBD) from Procurement Unit upon presentation of evidence of payment of non-refundable Tender Fee of N10,000.00 (Ten Thousand Naira) only, per Lot, paid into the Remlta Account/TSA of the National Horticultural Research Institute (NIHORT), in any Commercial Bank. (The TSA Account Number is to be obtained from the Institute’s Finance & Department).

Evidence of Remita payment for Bidding Documents should be included in the financial bid.

Interested Firms in Consultancy Services will not pay at this stage until after shortlisting

(4.0)  SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)

Prospective Bidders are to submit bid for each of the Lot desired, two (2) hard copies of the Technical Bid and two (2) hard copies of Financial Bid (including soft copy of Financial Bid in MS Excel format), packaged separately in sealed envelopes and clearly marked “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger envelope addressed to the Executive Director, National Horticultural Research Institute, Idi-Ishin, Jericho Reservation Area, Ibadan, Oyo State, and Clearly marked with the Name of the Project and Lot Number. Furthermore, the reverse of each sealed envelope should have the name and address of the Bidder and should be deposited in the Tender Box at Administrative Block II, National Horticultural Research Institute, Idi-Ishin, Jericho Reservation Area, Ibadan, Oyo State Nigeria on or before 12:00noon on Monday, 15 April, 2024.

Late submission shall be returned un-opened.

(4.1)  SUBMISSION OF EXPRESSION OF INTEREST (EOI)

Interested Firms are to submit two (2) bound copies of Expression of Interest (EOI) documents, separated by dividers. The documents should be submitted in a sealed envelope and addressed to the Executive Director, National Horticultural Research Institute, Idi-Ishin, Jericho Reservation Area, Ibadan, Oyo State, and clearly marked with the Name of the Project and Lot Number Furthermore, the reverse of each sealed envelop should have the name and address of the Bidder and should be deposited in the tender box at Administrative Block II, National Horticultural Research Institute, Idi-Ishin, Jericho Reservation Area, Ibadan, Oyo State Nigeria on or before 12:00noon on Monday, 18 March, 2024.

Late submission shall be returned un-opened.

(4.2)  OPENING OF EXPRESSION OF INTEREST/TECHNICAL BIDS

The Expression of Interest (EOI) and Technical Bids will be opened immediately after the deadlines for submission at 12:00noon on Monday 18 March, 2024, 12:00 noon on Monday, 15 April, 2024, respectively, at the Institute’s Auditorium, National Horticultural Research Institute, Idi- Ishin, Jericho Reservation Area, Ibadan, Oyo State, Nigeria. Please, ensure that you sign the EOI/Bid Submission Register, as NIHORT will not be held liable for misplaced or wrongly submitted bids. Financial Bids for ‘Category A & B” (Goods & Works) will be kept un-opened.

(5.0)  IMPORTANT INFORMATION

(a)     EOIs/Bids must be In English Language and signed by an official authorised by the bidder.

(b)     Documents shall be verified and violators shall be referred to investigating authorities.

(c)      EOIs/Bids submitted after the deadline would be returned un-opened.

(d)     The advertisement shall not be construed as a commitment on the part of NIHORT to award contract to any contractor, nor shall it entitle any contractor, submitting documents to claim any indemnity from NIHORT.

(e)      Bidders should not bid for more than two (2) Lots;

(f)      Technical Bid should contain a table of contents and properly paginated.

(g)     Bidders can submit through Post (Courier Services);

(h)     Contractors who have worked for the Institute and have history of poor performance, abandonment or prolonged contract execution/extension need not apply, as they will be disqualified.

(i)      The implementation of the advertised projects is subject to availability of funds.

(j)      The EOIs/Technical Bids will be opened in the Bidders or their representatives, CSOs in the areas of Anti- Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the EOI’s/bid opening online;

(k)     Goods & Works: Only pre-qualified bidders at technical evaluation will be Invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

(l)      Consultancy Services: Only shortlisted Applicants at EoI’s evaluation will be invited at a later date for collection of Request for Proposals;

(m)    The National Horticultural Research Institute is not bound to pre-qualify/shortlist any applicant and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
