INVITATION TO TENDER

(1)  INTRODUCTION AND SCOPE OF WORK

Zamfara State Universal Basic Education Board, Gusau has received the 1st – 4th Quarter 2023 FGN Matching grant from the Universal Basic Education Commission,  Abuja. The Fund will be utilized for the improvement of infrastructure in Primary and Junior Secondary School across the State.

In compliance with the Public Procurement Act, 2007 and Bureau of Public Procurement’s guideline, the Zamfara State Universal Basic Educational Board invites interested, competent and reputable Companies to Tender for the Procurement of the “Works” and “Goods” as described below.

(2) ELIGIBILITY CRITERIA

All interested, capable and competent companies are required to submit the following documents:

(a)   Evidence of registration with the Corporate Affairs Commission (CAC);

(b)   Evidence of Tax Clearance Certificate for the three (3) years ending end on 31st December, 2022;

(c)   Certificate of Compliance by National Pension Commission (PENCOM) expiring in December, 2022;

(d)   Certificate of Compliance by Industrial Training Fund in line with the provision of ITF Act, 2011) expiring on 31st December, 2022;

(e)   Certificate of Compliance with the NSITF Employee Compensation Act expiring on 31st December, 2022;

(f)   Evidence of registration with Bureau of Public Procurement (BPP) by attaching the Interim Registration Report (IRR) expiring on 31/12/2022or valid certificate issued by BPP;

(g)   Evidence of registration with Zamfara State Bureau of Public Procurement or valid certificate issued by Zamfara BPP;

(h)   Evidence of registration with Zamfara State Universal Basic Education Board.

(i)    List of three (3) verifiable similar project completed/ongoing within the last five (5) years with completion certificate and/or award letters;

(j)    Evidence of financial capability to handle the project from reputable bank;

(k)   Sworn affidavit confirming that none of the officers of the Zamfara State Universal Basie Education Board or the Zamfara state Bureau of Public Procurement is a former or present Director, shareholder or has pecuniary interest in the bidder and that all the information being provided by the company are correct;

(l)    Letter of Consent to allow for verification of all documents submitted

(3)   COLLECTION OF TENDER DOCUMENTS

Tender documents should be collected from the office of the Head of Procurement Department Zamfara State Universal Basic Education Board Gusau old building Room 2 Headquarter upon presentation of evidences of payment of non-refundable Tender fee of N20,000.00 per lot made to the Finance Department, Zamfara State Universal Education Board Gusau.

(4)    SUBMISSION/OPENING OF DOCUMENTS

Two copies of Technical and Financial bids must be in separate envelopes and clearly mark appropriately enclosed in a sealed large envelop, clearly marked with the name of the Tender and addressed to:

Submission should be made on or before 12 noon Friday, 19 April, 2024. Technical Bid opening shall be carried out immediately at 12 noon on the same day at the Board Conferences Hall.

Interested applicants are to note that:

(a)  Nothing in this advertisement shall be construed to be a commitment on the part of the Zamfara State Universal Basic Education Board

(b)  The Zamfara State Universal Basic Education Board reserves the right to reject any/or all bidding packages

(c)  The Zamfara State Universal Basic Education Board is neither committed nor obliged to shortlist any contractor

(d)  Only pre-qualified bidders will be invited for financial bid opening at later date.
