INVITATION FOR TENDER AND EXPRESSION OF INTEREST FOR YEAR 2024 ZONAL AND SPECIAL TETFUND INTERVENTION
(1) INTRODUCTION
University of Uyo intends to execute 2024 Zonal and Special Tetfund Intervention. Consequently, interested Companies are hereby invited to submit Expression of Interest (EOI) and Bids for the under listed projects:

(3) ELIGIBILITY REQUIREMENTS
Prospective Bidders should submit the following pre-qualification documents:
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7. Business Name with Form BN 1 is also acceptable for Consultancy Services;
(ii) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2024; with minimum average annual turn-over of N400 million for Category A, and N100 million for Category B;
(iii) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(iv) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
(v) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024;
(vi) Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
(vii) Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the University of Uyo or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that none of the Company’s directors has been convicted in any law court for any criminal offence including fraud and financial impropriety; and;
– that the company is not in receivership, bankrupt, or insolvent.
(viii) Company’s Audited Accounts for the last three (3) years – 2021, 2022, 2023;
(ix) Reference Letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
(x) Company’s profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.;
(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificate and labelled Photographs of the projects.
(xii) Works: List of Plant/Equipment with proof of Ownership/Lease Agreement;
(xiii) For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
(xiv) Consultancy Services: Evidence of Firm’s current registration with the relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CORBON, etc.;
(xv) For Joint Venture/Partnership. Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR& Sworn Affidavit are compulsory for each JV partner).
Note: All documents for submission must be transmitted with a covering/ Forwarding Letter under the company firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address. Telephone Number (preferably GSM No.) and email address. The Letterhead paper must bear the names and Nationalities of the Directors of the company at the bottom of the page duly signed by the authorized officer of the firm.
(4) COLLECTION OF TENDER REQUIREMENTS (CATEGORY A & B)
Prospective contractors shall collect tender documents in the office of the Director of Procurement, Directorate of Procurement. University of Uyo, Main Campus along Nwaniba Road, Uyo, Akwa Ibom State between the hours of 10:00am to 4:00pm daily. A non-refundable Tender fee of N10,000.00 per LOT shall be paid into Remita Account of the University in any reputable Commercial bank in Nigeria. The payment shall be converted into a receipted evidence of payment from the Revenue Unit of the University Bursary. Firms interested in Category C will not pay at this stage until after shortlisting.
(5) SUBMISSION OF TENDER DOCUMENTS (CATEGORY A & B)
Prospective bidders are to submit bid for each of the Lot desired in two (2) hard copies of the Technical Bid and two (2) hard copies of Financial Bid should be neatly packed in the listed order above in separate sealed envelope and marked Technical Bid or Financial Bid at the top right hand corner of the enveloped. Thereafter put the two sealed envelopes together in a bigger envelope and addressed to:

and clearly marked with the name of the project and Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the Bid Box at the Directorate of Procurement, University of Uyo, Main Campus along Nwaniba Road, Uyo, Akwa Ibom State not later than 12:00 noon, Thursday, 4 April, 2024.
(6) SUBMISSION OF EOI (CATEGORY C)
Interested Firms are to submit the Expression of Interest (EOI) in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 12:00 noon on Tuesday, 19 March, 2024.
(7) OPENING OF EOI AND TECHNICAL BIDS
The EOI and the Technical bids shall be opened immediately after the deadlines for submission at 12:00 noon on Tuesday, 19 March, 2024 and 12:00 noon, Thursday, 4 April, 2024, respectively, at the Multi-Purpose Hall, Main Campus, University of Uyo. along Nwaniba Road, Uyo, in the presence of the bidders or their representatives, while the financial bids will be kept un-opened. Please ensure that you sign the EOI/Bid Submission Register, as the University will not be held liable for misplaced or wrongly submitted bids. All enquiries should be directed to the Vice-Chancellor. University of Uyo, Uyo.
(8) GENERAL INFORMATION
(i) Bids must be in English Language and signed by an official authorised by the bidder;
(ii) Bids submitted after the deadline for submission would be returned un-opened;
(iii) Bidders should not bid for more than one (1) Lot:
(iv) The EOIs/Technical Bids will be opened in the presence of CSOs and Professional bodies and covered by video recording: invitation link will be sent to bidder who chooses to join the EOIs/bid opening online:
(v) Category A & B: Only the pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
(vi) Category C: Only the shortlisted Applicants at EOI’s evaluation will be invited at a later date for collection of Request for Proposals;
(vii) All Applicants are strictly advised to arrange their EOI/technical bid in the order stated above as defaulters will be automatically disqualified;
(viii) All costs incurred as a result of response to this invitation and any subsequent requests for information shall be home by the responding Firm/Company;
(ix) The University of Uyo is not bound to pre-qualify/shortlist any applicant and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
