INVITATION TO TENDER FOR THE EXECUTION OF CAPITAL PROJECTS IN THE UNIVERSITY OF PORT HARCOURT
1. INTRODUCTION
The ACE-IMPACT project is focused on increasing the quality and relevance of post-graduate education in selected universities through regional specialization, applied research, upfront university-industry linkage, and regional and international coordination. The Africa Centre of Excellence in Public Health and Toxicological Research (ACE-PUTOR) hereby invites reputable companies with relevant experience to tender for the under listed projects for the new ACE-PUTOR building in the University of Port Harcourt.

3. MANDATORY ELIGIBILITY REQUIREMENTS FOR QUALIFICATION:
i. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC1.1).
ii. Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years valid till 31st December 2022;
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2023
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022;
vi. Verifiable documentary evidence of at least three (3) similar jobs executed in last (5) years including letters of award, valuation certificates, job completion certificates and photographs of the project;
vii. Bureau of Public Procurement (BPP) Interim Registration Report (IRR) for 2022.
viii. Evidence of valid registration as a contractor in the University of Port Harcourt;
ix. Bids for lot 1 – 5 must be from Original Equipment Manufacturers or their authorized representatives in Nigeria and evidence in this regard should be submitted.
x. Sworn affidavit;
a. disclosing whether or not any officer/staff of the department or centre making requisition, or the University of Port Harcourt is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
b. That the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibilities if engaged.
xi. All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the company.
4. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies each of the technical and financial bids with softcopy of the financial bid in MS Excel format, packaged separately in sealed and clearly marked as “Technical Bid” and “Financial Bid”. Thereafter, the two sealed envelopes should be put together in a bigger sealed envelope addressed to the Procurement Officer: Top flood, Wing B, Tetfund 7-in-1 Building, Africa Centre of Excellence in Public Health & Toxicological Research, University of Port Harcourt, Envelope should be clearly marked with the name of the project, Lot number/reference and evidence of payment of a non-refundable fee of N10, 000 per lot, ACE-PUTOR APPLICATION FEE through REMITA. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated tender Box of the secretary in ACE-PUTOR not later than 12:00 noon on Thursday 12th October, 2023. Bidders/representatives should sign the bid submission register in the office of the Secretary as ACE-PUTOR will not be held liable for misplaced or wrongly submitted bids. 5. OPENING OF BIDS
Bids will be opened after the deadline for submission at 12:00 noon on Thursday 12th October, 2023 at the council Chambers of the University of Port Harcourt.
6. GENERAL INFORMATION
i. Bids must be in English Language and signed by an official authorized by the bidder;
ii. Bids submitted after the deadline for submission would be returned unopened;
iii. Bidders are advised to reach the procurement officer for details of all items before quoting.
iv. Bidders/representatives and members of the public can be present at the bid opening venue.
v. All costs in preparation of the bid will be borne by the bidders;
vi. The Africa Centre of Excellence in Public Health and Toxicological Research is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
