TITLE: PROCUREMENT OF EQUIPMENT, FURNITURE AND FITTINGS FOR THIRTY (30) BILINGUAL EDUCATION BOARDING SCHOOLS IN THE NINE (9) PARTICIPATING STATES

  1. The Federal Government of Nigeria has received financing for an amount of US$ 109.18 million from the Islamic Development Bank (IsDB) towards payments under the contracts for the procurement of equipment, furniture and fittings for the thirty (30) Bilingual Education Boarding Schools in the Nine (9) participating states.
  2. The Universal Basic Education Commission now invites sealed bids from eligible bidders for not more than one (1) lot for the procurement of equipment, furniture and fittings for the thirty (30) bilingual Education Boarding Schools in Nine (9) participating states.

  1. Bidding will be conducted through National Competitive bidding (NCB) procedures as specified in IsDB’s Guidelines; Procurement of Goods, works and related services under Islamic Development Bank Project Financing, April 2019 (“Procurement Guidelines”) and is open to all eligible bidders as defined in the procurement Guidelines. In addition, please refer to paragraphs 1.18-21 setting forth IsDB’s policy on conflict of interest.
  2. Interested eligible bidders may obtain further information from Universal Basic Education Commission, Muhammed Mansur Maccido (mansur490@yahoo.com) and inspect the bidding documents during office hours (0900 to 1500) at the address given below and a bidder must satisfy the following major requirements in addition to those contained in the Standard Bidding Document;

·     Less than or equal to 3 contracts, each of minimum value N100,000,000.00, but with total value of all contracts equal or more than 3 x 100, 000,000.00;

3 Financial capabilities i.     The applicant shall demonstrate that it has access to or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the contract cash flow requirements estimated at Two Hundred and Forty Thousand USD (US$ 240,000.00) or One Hundred and Eighty-Four Million Eight Hundred Thousand Naira (N184, 800,000.00) only for the subject contracts net of the applicants other commitments.

ii.   The applicant shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on supplies currently in progress and for future contract commitments.

iii.The audited balance sheets or other financial statements acceptable to the employer, for the last three years shall be submitted and must demonstrate the current soundness of the applicant’s financial position and indicate its prospective long-term profitability

4 Average annual supply turnover Minimum average annual supply turnover of One Hundred and Twenty Thousand Dollars (US120,000.00) or Ninety-Two Million Four Hundred Thousands Naira Only (N92,400,000.00), calculated as totals certified payments received for contracts in progress and/or completed within the last three years, divided by three years Method of submission is indicated in the Standard Bidding Document

 

  1. A completes set of bidding documents in English language may be purchased by interested eligible bidders upon submission of a written application with the company details and a valid/functional email address contained in the application and upon payment of a non-refundable fee of Forty Thousand Naira (N40,000.00). The method of payment will be through remittal to the account of accountant general of the federation (SUBREC ACCOUNT). Receipt of payment to be attached to the application, the document will be sent via email address provided.
  2. Bids must be delivered to the address below on or before 9th November, 2023. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 9th November, 2023 by 12:00pm. However, a soft copy of the financial bids in an excel format shall be submitted in a flash drive along with the hard copies of both technical and financial bids.
  3. All bids must be accompanied by a ‘Bid Security’ as follows
