TITLE: PROCUREMENT OF INSTRUCTIONAL MATERIALS AND SUPPLIES FOR THE THIRTY (30) BILINGUAL EDUCATION BOARDING SCHOOLS IN THE NINE PARTICIPATING STATES.

1. The Federal Government of Nigeria has received financing for an amount of US$s 98 million from the Islamic Developments Bank (IsDB) towards the cost of Bilinguals Education Project, and intends to apply of the proceeds towards payments under the contracts for the procurements of Instructional Material and Supplies for thirty (30) Bilingual Education Boarding Schools in the Nine (9) participating states.

2. The Universal Basic Education Commission now invites sealed bids from eligible bidders for not more than one (1) lots for the procurement of Instructional Materials and Supplies for the thirty (30) Bilingual Education Boarding Schools in Nine (9) participating states.

4. Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in IsDB guidelines; Procurement of Goods, Works and related services under Islamic Development Bank project financing, April 2019 (“Procurement Guidelines), and is open to all eligible bidders as defined in the procurement guidelines. In addition, please refer to paragraphs 1.18 – 21 setting forth IsDB’s policy on conflict of interest.

5. Interested eligible bidders may further obtain information from Universal basic Education Commission, Muhammad Mansur Maccido (mansur490@yahoo.com0 and inspect the bidding documents during office hours (0900 to 1500 hours) at the address given below and a bidder must satisfy the following major requirements in addition to those contained in the Standard Bidding Document.

Major qualification criteria:

(ii) less than or equal to 3 contracts, each of minimum value N100,000,000.00 but with total value of all contracts equal or more than 3 x 100,000,000.00

3 Financial capabilities The applicant shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the contract cash flow requirements estimated to One Hundred and Eighty Thousand USD (US$ 180,000.00) or One Hundred and Thirty-Eight Million Six Hundred Thousand Naira (N138, 600,000.00) only for the subject contracts net of the applicants other commitments.

The applicant shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on supplies currently in progress and for future contract commitments.

The audited balance sheets or other financial statements acceptable to the Employer, for the last three (3) years shall be submitted and must demonstrate the current soundness of the Applicant’s financial position and indicate its prospective long-term profitability.

4 Average annual supply Turnover Minimums average annual supply turnover of Ninety-two Thousand Dollars (US$92, 000.00) or Seventy Million Eight Thousand and Forty Thousand Naira only (N70,840,000.00), calculated as total certified payments received for contacts in progress and/or completed within the last three (3) years, divided by three (3) years Method of submission is indicated in the Standard Bidding Document

6. A completed set of bidding document in English language may be purchased by interested eligible bidders upon submission of a written application with the company details and a valid/functional email address contained in the application and upon payment of a non-refundable fee of Forty Thousand Naira Only (N40, 000.00). The method of payment will be through remittal to the account of accountant general of the Federation (SUBREC ACCOUNT). Receipt of payment to be attached to the application. The document will be sent via email address provided.

7. Bids must be delivered to the address below on or before 1st November, 2023. Electronic bidding will not permit. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 1st November, 2023 by 12:00 noon. However, a soft copy of the financial bid in an excel format shall be submitted in a flash drive enclosed in the hard copies of both Technical and financial bids.
