RENOVATION OF CLINIC BUILDING
REQUEST FOR PROPOSAL (RFP NO. PF/ADM.24/021)
Total Energies EP Nigeria CPFA Limited is seeking proposals through a Request for Proposal (RFP) for the renovation of its Clinic Building located at Plot 59 Trans Amadi, Industrial Layout, Port Harcourt, River State.
The aim of the renovation is to enhance the facility’s overall functionality, aesthetics, and safety. Eligible bidders are invited to submit sealed bids/proposals for the Renovation, Rehabilitation, and Upgrade of the Clinic Building.

1 | CONCRETE ROOF | · Remove concrete block tile from rooftop
· Free all rainwater drain from blockage · Apply Axion tuffcrete powder, cement, and sand mixture · Apply bituminous felt · Bring back concrete block tile |
2 | SUSPENDED CEILING BOARD | · Installation of a new suspended ceiling system is proposed to address existing problems, including water damage and mold development.
· Carefully remove the suspended ceiling board, ensuring the protection of adjacent boards, suspension systems, light fittings, HVAC components, and other ceiling features. · Clean and prepare the replacement area to ensure a smooth and level surface for the installation of the new ceiling board · Install the new suspended celling board with the correct installation methods, suspension systems, fasteners, and adhesives, ensuring optimal alignment, spacing, and Integration with existing ceiling components. · Seal joints, edges, and connections with appropriate materials and procedures to avoid air leaks, moisture acoustic bridging, and visual irregularities. |
3 | WINDOWS | · Remove any damaged or deteriorating components of the glazed window facade, such as defective sealants, and corroded frame parts.
· Clean and prepare the repair area for the ideal adhesion and installation of new materials. · Replace glass panel, window lock, sealants, and gasket with premium quality material as per the manufacturer’s guidelines and specifications. |
4 | INTERIOR WALLS | · All cracks wider than 0.3mm are to be raked out to a width of no less than 6mm and patched with cement and sand mix.
· Clean the prepared substrate thoroughly, ensuring all loose debris, dust, existing coatings, and contaminants are removed · Apply white tuffcrete and sand mixture to all prepared surfaces, in strict accordance with the manufacturer’s instructions. · Repaint the walls to original colors |
5 | FLOOR TILLING | · Erect safety measures as required, including the use of personal protective equipment (PPE) and safety barriers for users of the clinic.
· Use cutting machine to remove damaged or broken tiles gently to avoid causing additional harm to nearby tiles or the underlying substrate. · Clean and prepare the repair area by removing any adhesive residue, grout, or debris, leaving a smooth and level surface for new tile installation. · Use an appropriate glue or mortar to fix replacement tiles in place, ensuring proper alignment, spacing, and levelness with the surrounding tiles. · To provide a smooth and waterproof finish, grout the seams between tiles using a color-matched grout. · Seal the repaired tile area with an appropriate sealer to improve longevity, moisture resistance, and simplicity of maintenance. |
6 | SANITARY FITTING | · Remove broken, worn, or malfunctioning sanitary fittings and components (2 mirrors, 1 tissue holder. 3 hand shower, and 2 WC shower in Toilet G007, 2 WC shower in G041, 1 hand shower in Toilet G014, 1 mix tap in Toilet G005, 1 mix tap in G043, 1 mix tap in Toilet G094, Wash hand basin in G013, 1 mix tap in 1F022, 1 mix tap 1F018, 2 mix tap in 1F060B, 2 hand shower in 1F060B, with caution, taking care not to cause more harm to the surrounding areas or fixtures.
· Clean and prepare the repair area so that new or repaired sanitary fittings and plumbing systems may be properly installed and aligned · Install, repair or replace sanitary fittings, fixtures, valves, pipelines and connections as needed, according to manufacturer’s specifications, industry best practices, and relevant codes · Evaluate the functionality, performance, and dependability of repaired sanitary fittings and plumbing systems, including water flow, pressure, temperature control, drainage, and flushing mechanisms · Seal joints, connections, and fixtures with the proper materials and procedure to avoid leaks, corrosion and contamination

7 | ELECTRICAL INSTALLATION | · Remove dead or faulty light bulbs (6 in G006, 6 in G012, 6 in G007, 4 in G005, 4 in G027, 1 in G041, 4 in G042, 1 in G070, 4 in G052, 4 in 1F022, and 3 in 1F098) fixtures, ballasts, switches, and wiring components with care to avoid causing more damage to surrounding areas or fixtures.
· Clean and prepare the repair area to ensure that new or repaired lighting fixtures, electrical components, and systems are properly installed and aligned. · Install, repair or replace lighting fixture, bulbs, ballasts, switches, wiring and connections as needed, according to manufacturer instructions, industry best practices, and relevant codes. · Seal connections Joints, and fixtures using appropriate materials and techniques to prevent electrical hazards, corrosion and moisture infiltration |
MANDATORY REQUIREMENTS
(a) Certificate of Incorporation and CAC Registration (Form CAC2 and CAC7)
(b) Certified true copy of Memorandum and Article of Association
(c) Company Tax Clearance Certificate for 2021 – 2023, reflecting project values
(d) Compliance Certificate with Section 6(1) (3) of the amended ITF Act
(e) Audited Financial Report for the past three years (ICAN PPS stamp required)
(f) Sworn Affidavit confirming solvency, absence of criminal convictions, and accuracy of submitted documents
(g) Methodology (including understanding and analysis of the scope and general approach to resolution)
(h) Proposed Resources (Project organogram and CV project team)
(i) Company profile with contact details
(j) Verifiable evidence of three similar projects in the last four years (Letters of Award and Completion Certificates).
(k) Declaration of “No Conflict of Interest”

(1) Email submissions in PDF format, not exceeding 5 MB per batch, with the RFP reference for categorization. All commercial bid must be pass worded
(2) Bidders may schedule their visits to the facility for onsite assessment in preparing their bids.
(3) Proposal deadline: 29 March, 2024 at 1700hrs.
(4) TEPNG CPFA personnel may visit bidder’s facility during pre-qualification
(5) Tenders meeting mandatory requirements proceed to technical and financial evaluation.
(6) TEPNG CPFA reserves the right to withdraw RFP at any time without ability for bidder reimbursement.
