1. INTRODUCTION
Shell Nigeria Exploration and Production Company Limited (SNEPCO), operator of Oil Mining Lease 118 (OML 118) on behalf of itself and other Co-Ventures consisting of Nigerian Agip Oil Company Limited, Total Energies Nigeria and Esso Exploration and Production Nigeria (Deep-water) Limited under a Production Sharing Contract (PSC) with Nigerian National Petroleum Company (NNPC) Limited hereby announces to interested companies an upcoming tendering opportunity for the provision of a call off OML 118 Bonga Main 4D Monitor 2 and Bonga North 3D baseline Ocean Bottom Node (OBN) Seismic Data Acquisition services. The proposed contract will commence in Q1 2024 and remain active for two (2) year duration.

2. SCOPE OF WORK/SERVICE REQUIREMENT
The scope of work under the tender comprises:
• The provision of 4D Monitor 2 Ocean Bottom Node Seismic Data Acquisition Services over SNEPCo Bongas Main FPSO and infrastructure areas under the FPSO.
• The provision of 3D Ocean Bottom Node Seismic Data Acquisition Services over SNEPCO Bonga North area which will serve as baseline 3D survey for next monitor 4D surveys that would be required for efficient file reservoir management in future.
Detail scope of activities under this contract include:
• Provision of state-of-the-art 3D time-lapse (4D) Ocean Bottom Nodes (OBN) seismic survey conducted in deep water OML 118, offshore Nigeria over Bonga Main FPSO and infrastructure Area, Seismic Survey area will cover a total of 168km2 node area. This repeat survey will be acquired in alignment with the existing OBN Monitor 1 survey, which was completed in May 2018. Emphasis is placed on repeatedly of the OBN Monitor 1 survey.
• Provision of state-of-the-art 3D Baseline Ocean Bottom Nodes (OBN) seismic survey conducted in deep water OML 118, offshore Nigeria over Bonga North field. Seismic survey area will cover a total of 253km2 node area.
• Acquire 4 component (4C) OBN 4D and 3D seismic data in water depths of about 800m-1600m in Q1 2024 utilizing remotely operating vehicle (ROV) to safely within 500m of exclusion zone of Bonga FPSO.
• Perform 3D and 4D QC checks (tilt/orientation, vector fidelity, clock correction, positional and noise and other attribute analysis) and produce QC reports. Process and carry out all relevant navigation QC checks onboard the seismic vessels and output in acceptable specified format.
• Prepare seismic data acquisition report in acceptable standard format.
• Acquire sound velocity, tidal and other relevant information within the survey area to aid overall immediate and subsequent data evaluation.
• Possess robust health, safety, security and environmental management systems. SIMOPS plan and in-country and shore side logistics support capabilities.
All services will be delivered in alignment with Nigerian Content Development guidelines.

3. MANDATORY REQUIREMENTS
• To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendor in 3.10.07 (OBC Seismic Acquisition Services) Product categories in Nipex Joint Qualification System (NJQS) data base. Only successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).

4. NIGERIAN CONTENT REQUIREMENTS
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements.
1. Demonstrate that entity is a Nigerian Registered company. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5 etc) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
2. Tenderers shall provide Cat. 1,2,3,4 and 5 NCEC for service and Support group NCEC, demonstrating capacity and capability to execute seismic acquisition services.
3. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
4. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel, utilizing OGTAN registered trainer(s)s or other approved NCDMB training institution(s).
5. Tenderer shall provide location of in-country facilities (not limited to administrative office) to execute the work scope.

5. CLOSING DATE
Only tenderers who are registered in the relevant NJQS product category as at 2nd October, 2023 being the advert close date shall be invited to submit combined Technical and Commercial Bids at the same time.

6. ADDITIONAL INFORMATION
• All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
• This advertisement of “Invitation to tender” shall not be construed to be a commitment on the part of SNEPCo to award any form of contract to any company and/or associated companies, sub-contractors or agents; nor shall it entitle any company submitting documents to claim any indemnity from SNEPCo and/or any of its partners. SNEPCo reserves the right to take final decision on any of the documents received in the pre-qualification/ Technical package.
• SNEPCo shall communicate only with authorized/responsible personnel of prequalified companies in NJQS and not through unauthorized individuals or agents.
