PROJECT BASELINE STUDY- ENABLING ADOLESCENT GIRLS, YOUNG WOMEN AND THE COMMUNITY

(A) Purpose
Preventing and reducing the impact of HIV/SRH among AGYW in Benue State through addressing gender inequalities with Tearfund’s Transforming Masculinities approach, providing an enabling environment, appropriate services and empowerment. AGYW will be empowered with knowledge through the provision of age appropriate SRH services. Using a peer to peer approach their barriers to accessing these will be removed. Adolescent friendly services will be established with a focus on the attitude of the health care workers. AGYW will have the opportunity to develop sustainable livelihoods or be supported to return to education. Peer support and psychosocial support groups will be established to provide AGYW with the confidence that they require. The Transforming Masculinity approach will establish safe and supportive communities with reduced stigma and SGBV. Coupled with the peer support this will create an enabling environment in which AGYW can speak out against SGBV, where communities will be supportive in handling abuse cases and standing for gender justice.
The information from the baseline will be used to reinforce the Monitoring and Evaluation framework of the “We matter, our lives (health) count tool; Enabling Adolescent girls, young women and the Community’ and measure the deliverables of the Results Framework. In essence therefore, the aim of the baseline is to collect key data to inform implementation of the project.
(B) LOCATION:
Wadata community in Makurdi LGA and Gboko North community in Gboko of Benue state, Nigeria.
(C) SCOPE:
The consultants will spend a significant portion of the consultancy conducting the research/assessment in the field collecting data. The consultants will work with the support of Tearfund staff where possible and other contacts like Network leads and Church and Community Mobilization (CCMP) trained facilitators resident in the selected communities and the Regional DME Advisor Programme Director and toe SGBV/MCHPR team.
The research will be assessed against Tearfund’s Evidence Principles, developed by BOND (Voice and Inclusion, Appropriateness, Triangulation and Contribution and Transparency). Further details of what is included in each of these categories can be found here.
(D) METHODOLOGY
The assessment will adopt a mix-method approach and methodology will be used to gather key data in order to inform program implementation. The consultant will work with the Regional DME Advisor and Senior DMEAL Officer to refine/agree on the methodology and design toe data collection tools, with particular focus on integration of Tearfund’s Quality Standards in the questions that would he asked at field level. The methodologies will include;
· Desk/Literature review
· Key Informant interviews (KIIs)
· Focus Group Discussions (FGDs)
· Direct Observation

(F) Expected Research Output;
The expected outputs of the evaluation are;
· Baseline assessment work plan and inception report completed within the first three days and consist of the assignment as agreed upon by the program team. The consultant may suggest work plan adjustments in order to better reflect and address the beneficiaries’ needs. S/He will coordinate with the DMEAL and SGBV team who will assist in the field
· Design of baseline assessment tools, including simple household survey and FGD questions (based on the Task areas and Quality Standards)
· First Draft of Baseline report covering the data analysis.
· Final Baseline Report The report should be in English, between 20-30 pages, and consist of;
· Executive summary of key evaluation data, findings and recommendations (no more than 3 pages);
· Table of contents; this should go first
o Research findings, analysis, and conclusions with associated data presented, where appropriate in clear infographics including graphs or charts; and linking directly to the evaluation objectives and indicators
o Baseline figures for the relevant indicators—with a clearly stated methodology for how this was derived
o Recommendations for future strategy implementation and monitoring;
o Appendices, which include collected data, detailed description of the methodology with research instruments, list of interviewees, bibliography, and consultant (s) brief profile
o An electronic copy, In English.
(G) Evaluation Criteria;
The below table details the required documents to support with the evaluation.

| 6 | Financial Budget – Give a financial breakdown of both professional services fees for the consultant and researchers/data collectors in the respective communities and other operational costs. The currency must be in Naira. |
