TENDER OPPORTUNITY FOR PROVISION OF PRODUCTION ENHANCEMENT PUMPING & STIMULATION SERVICES

(1) INTRODUCTION
Star Deep Water Petroleum Limited (“SDWPL”), a Chevron company and operator of the Agbami field on behalf of its co-venturers (FAMFA Oil Limited. Prime 127 Nigeria Limited. Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Corporation Limited (NNPCL)), invites interested and prequalified companies with relevant experience in the Provision of Production Enhancement Pumping and Stimulation Services.
The contract is proposed to span a period of three (3) years with a possible optional term of one (1) year duration.
(2) SCOPE OF WORK
The successful contractors will provide Production Enhancement Pumping and Stimulation Services to SDWPL. The scope of work for the services shall primarily include but not limited to the following:
· Interested Applicants must be able to perform chemical qualification/testing to ensure suitability for the application, provide equipment, materials and personnel to perform Production Enhancement Pumping & Stimulation Services as required by company.
· Provide Production Enhancement Pumping & Stimulation Services as directed by company and per Well Program.
· Interested Applicants must be able to provide Stimulation services with experienced personnel and necessary equipment such as Skid Mounted Equipment to perform large volume Acid Stimulation (4 x HP Pumps to provide at minimum 5,000 HHP with a Working Pressure of 10,000 psi, portable lab equipment, Centrifugal pump, Blender/lnfuser, Batch Mixer, Transport, Mixing and Storage Tanks, Chemical Transfer pump, etc.).
· Interested Applicants must be able to furnish company with Equipment, Tools, Service Packages, etc. required to perform Services on Call-Out using latest Technical Specifications for Equipment.
· Interested Applicants must be able to provide large volume Acid Simulation Equipment and Qualified Materials inclusive, but not limited to Additives and Chemicals, as well as pumping Services to perform Production Enhancement and Stimulation Operations as required by company.
· Interested Applicants must be able to provide Qualified (per company’s Agbami Production Enhancement Pump and Stimulation Qualification Requirements) Chemicals to perform pumping operations.
(i) Qualification process for chemicals must satisfy testing requirements as outlined by company.
(ii) Qualification testing must be done by third party laboratory approved by company.
(iii) Testing requirements include fluid-fluid compatibility with reservoir fluid, fluid-formation compatibility with reservoir material, fluid-material compatibility testing with well and field infrastructure materials, and effectiveness testing to ensure chemical will achieve the stimulation objectives.
· Interested Applicants must be able to provide Surface rig up equipment and manifolds, rated 10,000 psi minimum, coflexip hoses and instrumentation/monitoring equipment.
· Interested Applicants must be able to maintain the ability to redress Equipment and Tools locally per minimum Original Equipment Manufacturer (OEM) Specifications.
· Interested Applicants must be able to provide all necessary Shore-based administration and management support to fulfill its obligations under this contract.
· Interested Applicants must be able to have relief Personnel for all key Personnel, facilities manager, QA/QC contact in facilities “yard”, representative contact in Lagos and Equipment Operators.
· Interested Applicants must be able to provide Dedicated QA Personnel to ensure rigorous adherence to Contractor’s Quality Plan.
· Interested Applicants must be able to provide Acid Stimulation Design and Reporting Software. Personnel to perform Simulations and Stimulation Designs to ensure rigorous adherence to stimulation objectives (production uplift & completion preservation).
· Interested Applicants must be able to provide and have available to company for Term of Contract from contractor’s point of origin qualified Services Personnel on “Call-Out”. The crew will consist of sufficient Personnel to perform Production Enhancement Pumping and Stimulation Services as follows:
– Stimulation Supervisor.
– Equipment Supervisor/Operators
– Field Engineer.
– Stimulation Specialist.
– Mechanical/Electrical Technicians.
– Field Assistants/Helpers, etc.
These services must be provided in strict accordance with SDWPL’s established Standard Operating Procedures with a strong emphasis on safety and protection of people and the environment.
(3) MANDATORY TENDER REQUIREMENTS:
(A) To be eligible for this tender exercise, interested bidders are required to be pre-qualified and “live” in the 3.04.18 (Well Overhauling / Stimulation Services) category of the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified and ‘live’ bidders in this category by the bid close date will receive Invitation to submit Technical and Commercial Tender (ITT).

(C) If you are not listed in the product service category and you are registered with NUPRC to do business in this category, please contact NipeX office at 27B, Oyinkan Abayomi Drive, Ikoyi, Lagos with your NUPRC certificate (formerly called DPR Certificate) as evidence for verification and necessary update.
(D) To initiate and complete the JQS prequalification process, access www.nipex-ng.com click on services tab followed by NJQS registration.
(E) To be eligible, all tenders must comply with Nigerian Content requirements in the NipeX system.
(4) NIGERIAN CONTENT REQUIREMENTS:
Star Deep Water Petroleum Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service, or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage
The following are the Nigerian Content requirements bidders are expected to comply with ‘ in their technical bid submission.
(A) Demonstrate that entity is a Nigerian registered company. Tenderer shall provide evidence of company Ownership Structure form C02 and CO7, registration on NOGIC JQS and NUPRC certificate.
(B) Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices) in Nigeria to support this contract.
(C) Provide evidence of percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.
(D) The Tenderer shall provide evidence of category 1, 2, 3, 4 of 5 Service and Support group NCEC to demonstrate capacity, capability and ownership of equipment to execute the work scope.
(E) Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
(5) CLOSE DATE:
Only bidders who are pre-qualified and ‘live’ with NJQS Product/Category 3.04.18 (Well Overhauling/Stimulation Services) by 16:00 Hours, 19 March, 2024, being the advert close date shall be invited to submit technical bid.
Additional Information:
(1) Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service category
(2) The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
(3) All costs occurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
(4) This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited/Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited/Chevron Nigeria Limited and or any of its partners by virtue of such companies having been pre-qualified in NJQS.
(5) The tendering process shall be the NNPCL contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review only technically and financially qualified contractors will be requested to submit commercial tenders.
(6) Star Deep Water Petroleum Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
