TENDER OPPORTUNITY
PROVISION OF INTELLIGENT WELL COMPLETION SERVICES

(1) INTRODUCTION:
Star Deep Water Petroleum Limited (“SDWPL”), a Chevron company and operator of the Agbami field on behalf of its co-venturers (FAMFA Oil Limited, Prime 127 Nigeria Limited, Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Company Limited (NNPCL)), invites interested and prequalified companies with relevant experience in the Provision of Intelligent Well Completion Services.
The contract is proposed to span a period of three (3) years with a possible optional term of one (1) year duration.
(2) SCOPE OF WORK:
Contractor shall be able to provide Intelligent Well Completion (IWC) products, equipment and services for production and injection well applications including CRA materials as requested by COMPANY, including but not limited to:
· Tubing and splice mandrels, inclusive of all hydraulic and electrical splice assemblies, tubing/line disconnect assemblies, feed through packers.
· Downhole Pressure, Temperature and Flowmeter instrumentation.
· Choke valves with control line filters and isolation sleeve preps top and bottom, shrouded choke valves with control line filters.
· Unitized IWC control lines – types A & B, production clamp sets.
· Instrumentation interface cards for SEV supplied SEM, SCITT supplied SMCS.
· Software to interface with SEV-MCS, and SCITT-MCS.
· IWC – PC.
· Wireline running / pulling tools.
· Hydraulic connectors.
· All downhole completion systems must be capable of sweet and sour corrosion service, and of direct impingement and shear loads caused by solids laden fluids, at rates from 100 to 75k bpd w/o detriment to wellbore integrity.
· 10 years or longer MTTF completion components, proven via maintenance / redress records, and global run history per subsystem.
· Proven accelerated life testing of all moving (ICVs, retrieving mechanisms, etc) components.
· Personnel rig experience in IWC = min. 5 IWC jobs performed in DW with sand control.
· Proven single – service integration and installation of integrated control valves systems with downhole gauge systems with downhole packer systems.
· Contractor will supply a Quality Plan outlining procedure to ensure that Company receives equipment that has been properly prepared for utilization. Dedicated QA personnel will be supplied by contractor to ensure rigorous adherence to contractor’s Quality Plan. The Quality Plan will define shop equipment required to makeup and test completion equipment prior to shipment offshore.
These services must be provided in strict accordance with SDWPL’s established Standard Operating Procedures with a strong emphasis on safety and protection of people and the environment.
(3) MANDATORY TENDER REQUIREMENTS:
(A) To be eligible for this tender exercise, interested bidders are required to be prequalified and “live” in the 3.04.17 (Well Completion Services) category of the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified and ‘live’ bidders in this category by the bid close date will receive Invitation to submit Technical and Commercial Tender (ITT).

(C) If you are not listed in the product service category and you are registered with NUPRC to do business in this category, please contact NipeX office at 27b Oyinkan Abayomi Drive, Ikoyi Lagos with your NUPRC certificate (formerly called DPR Certificate) as evidence for verification and necessary update.

(E) To be eligible, all tenders must comply with Nigerian Content requirements in the NipeX system.
(4) NIGERIAN CONTENT REQUIREMENTS:
Star Deep Water Petroleum Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service, or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.
(A) Tenderer shall provide evidence of being a Nigerian indigenous company with greater than 51% Nigerian shareholding. Tenderer shall provide form C02 and C07, registration on NOGIC JQS and NUPRC certificate.
(B) Tenderer shall provide detailed description of the location of in-country committed facilities & infrastructure (technical office, and administrative space, maintenance workshop) in Nigeria to support this contract.
(C) Provide a Nigerian Content Execution Plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager.
(D) The Tenderer shall provide evidence of category 1, 2, 3, 4 or 5 Service and Support group NCEC to demonstrate capacity, capability and ownership of equipment to execute the work scope.
(E) Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, manhour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
(5) CLOSE DATE:
Only bidders who are pre-qualified and ‘live’ with NJQS Product/Category 3.04.17 (Well Completion Services) by 16:00 Hours, 15 March, 2024, being the advert close date shall be invited to submit technical bid.
Additional Information:
(1) Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service category.
(2) The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
(3) All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
(4) This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited/ Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited /Chevron Nigeria Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
(5) The tendering process shall be the NNPCL contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
(6) Star Deep Water Petroleum Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
