TENDER OPPORTUNITY
PROVISION OF BOW TOWING TERMINAL EXPORT AND LINE HANDLING TUGS SERVICES TO SUPPORT AGBAMI DEEP WATER PRODUCTION OPERATIONS

(1) INTRODUCTION:
Star Deep Water Petroleum Limited (SDWPL), a Chevron company and operator of the Agbami field on behalf of its partners (NNPC Limited, FAMFA Oil Limited, Prime 127 Nigeria Limited, and Equinor Nigeria Energy Company Limited) invites interested and prequalified companies to this tender opportunity for the provision of Bow Towing Terminal Export and Line Handling Tugs to support the Agbami Production Operation. The proposed contract commencement is 4th Quarter of 2024, with a proposed term of three years (3) plus a one-year (1) option to extend.
(2) SCOPE OF WORK:
The scope of work for the services includes but not limited to the following:
Provision of three Bow Towing Terminal Export and Line Handling Tugs to support loading operations, certified to an appropriate classification society, with the following capabilities:
(A) Contractor shall provide serviceable Bow Towing Terminal Export and Line Handling Tugs, and crew necessary to provide 24 hours per day, 7 Days per week, 52 weeks per year service throughout the term of the proposed contract mainly to support Agbami deep water field marine operations but, may be used to support other Nigerian company operations.
(B) Vessel must be of design to safely conduct export tanker tow back duties from the bow winch as per Chevron’s terminal standards.
(C) Services to be performed by contractor shall include but not be limited to the following:
· Offshore export terminal support operations inclusive of tow back, line and hose handling operations
· Any other marine support services as may be assigned by Company.
· General support duties as directed by Company but within the capacities and capabilities of vessel and crew.
(D) Vessel provided to perform services shall be compliant with company’s marine safety, reliability, and efficiency (MSRE) process, standards and associated procedures, and the company’s Marine Terminal Standards. The vessel shall be equipped with a company approved fully functional web-based fuel monitoring system (EFMS) – online access shall be granted to the company.
(E) Provision of a suitable substitute tug, at contractor’s expense, when a tug must be removed for repairs.
(F) Provision of vessel fitted for oil field support services and related duties.
(G) Provision of vessel with a Master and full complement of officers and crew, all of whom shall be competent and capable of carrying out the Services.
(H) Vessel shall be self-catering i.e. Meals and bunks are to be provided on the vessel by contractor, at contractor’s own cost and without recourse to company.
(I) Provision of related/complementary services as maybe required by company.
(3) MANDATORY TENDER REQUIREMENTS:
(A) To be eligible for this tender exercise, interested bidders are required to be pre-qualified and “live” in the NJQS Product Group 3.08.01(Tugs/ROV Support / Diving Support Vessel) category in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified and “live” bidders in this category by the bid close date will receive an Invitation to Technical Tender (ITT).
(B) To determine if you are pre-qualified and to view the product/service category you are listed for: Open www.vendors.nipex-ng.com and access NJQS with your log in details. Click on Products/Services Status tab to view your status and product codes.
(C) If you are not listed in the product/service category you are registered with NUPRC to do business, please contact NipeX office at 27b Oyinkan Abayomi Drive, Ikoyi – Lagos with your NUPRC certificate as evidence for verification and necessary update.
(D) To initiate the JQS prequalification process, access www.nipex-ng.com click on services tab followed by NJQS registration.
(E) To be eligible, all tenders must comply with Nigerian Content requirements in the NipeX system.
(4) NIGERIAN CONTENT REQUIREMENTS:
(A) Tenderer shall demonstrate that entity is a Nigerian-registered company with greater than 51% equity shareholding. Also provide form C02 and C07 with evidence of registration with NCDMB NOGICJQS and NUPRC
(B) Tenderer shall provide detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices, workshop etc.) in Nigeria to support this contract.
(C) Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project- Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
(D) Tenderers shall provide evidence of Category A and or B Nigerian Content marine Vessel certificate (NCMVC) of the nominated Tugs to be utilized for execution of the contract.
(E) Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
(5) CLOSE DATE:
Only bidders who are prequalified and “live” with NJQS Product/Category 3.08.01 (Tugs/ROV Support / Diving Support Vessel) by 16:00 Hours, March 5, 2024 being the advert close date shall be invited to submit technical bid.
Additional Information:
(1) Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service category.
(2) The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
(3) All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
(4) Suppliers eligible for this tender opportunity are expected to meet the requirement of the Nigerian Maritime Administration and Safety Agency, NIMASA.
(5) This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited to award any contract to any company and or associated companies, sub-contractors, or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
(6) The tendering process shall be the NNPC Limited double envelope contracting process requiring pre-qualified companies to submit both technical and commercial tenders. Following the technical evaluation of bidders’ submission, only the commercial submission of the technically and financially qualified contractors will be accessed.
(7) Star Deep Water Petroleum Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
