The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Agro Climatic Resilience in Semi-Arid Landscape (ACReSAL) Project and intends to apply part of the proceeds toward payments under the contract for Reconstruction of Lugu Dam Embankment.

The Sokoto State Ministry of Environment, represented by the State Project Management Unit (SPMU), now invites sealed Bids from eligible Bidders for Reconstruction of Lugu Dam Embankment which involve, provision of Emergency Spillway with Fuse Gates, Rehabilitation of the Intake Structures, provision of Bottom Outlet Structures and other associated works. The reconstruction works is expected to be completed within 25 months. A margin of preference for domestic contractor shall apply.

Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” 5th Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from State Project Management Unit (SPMU) and inspect the Bidding document during office hours 10:00am to 3:00pm (Local Time) at the address given below.

The Bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Sixty Thousand Naira NGN60,000.00 or USD 75.00 for bidders outside Nigeria. The method of payment shall be by Bank Draft (Bankers Cheque) in favor of Sokoto State Agro Climatic Resilience in Semi-Arid Landscape (ACReSAL) Project. Alternatively, the amount may be transferred into the project’s account No. 1218464569 with Zenith Bank PLC or the Dollar Account No. 5073501410 with the same bank in Nigeria and the evidence of transfer sent to the SPMU. The document will be sent by courier upon request and payment of additional fee to cover the cost of delivery.

Bids must be delivered to the address below on or before 12:00pm Local time on 29 February, 2024. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 12:00pm Local time on 29 February, 2024. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

All Bids must be accompanied by a Bid Security of NGN480 Million or USD 0.6 Million.

All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
