(1.0)  INTRODUCTION

The Sell Petroleum Development Company of Nigeria Limited (SPDC), operator of the Nigerian National Petroleum Company (NNPC) Limited, Total Energies, Nigerian Agip Oil Company (NAOC) Joint Venture in its role as Operator hereby announces to interested and prequalified companies an upcoming tendering opportunity for the provision of one 15K/3000HP Heavy Swamp drilling and workover rig for SPDC operations. The proposed contract will commence in Q2 2024 and remain active for two years of primary duration, followed by two one-year extension options.

(2.0)  SCOPE OF WORK

The scope of work requires the provision of one heavy 15K/3,000HP Swamp (sit-on-bottom) rig to support drilling, completions, workover and well testing operations in the swamp.

The rig is expected to have the following minimum technical specifications: –

(1)     Constructed not more than 10 years ago

(2)     Depth rating of 25,000 ft with 5-1/2″ Drill Pipe.

(3)     Draw works capacity of 3,000 HP

(4)     Min/ max operating water depth: 8 ft/ 25 ft

(5)     Three (3) 2200 HP triplex mud pumps with 7,500 psi WP

(6)     Standpipe manifold pressure rating of 7,500 psi WP

(7)     Two (2) x 50 MT SWL cranes to API 2C specifications

(8)     Helicopter landing deck suitable for AW-189

(9)     Hoakload capacity: 1.500,000 lbs

(10)   Setback capacity: 900,000 lbs+

(11)   Simultaneous setback-hook load capacity: 2,400,000 lbs +

(12)   Accommodation for minimum of 120 persons (with catering, cleaning, red-fox sewage treatment system, laundry services, water maker etc.)

(13)   Top Drive System (TDS) of 750T, 7,500 psi WP, Minimum continuous output torque 62,000 @150RPM and preferably AC driven with rotary soft torque system

(14)   Provision of Automotive Gas Oil to operate all rig and ancillary equipment, company equipment, including Company’s third-party equipment (on a reimbursable basis).

(15)   Minimum storage capacities:

(a)  mud tanks – 6,500 bbl (with agitators)

(b)  drill water – 2,000 bbl

(c)  potable water – 4,000 bbl with 15,000 gal/day water maker

(d)  Fuel – 2,500 bbl

(e)  Dry Bulk Storage Silos – 100 MT x 3 nos and complemented with surge Tank

(16)   Well control equipment (BOPs, Choke Manifold, etc.) 1 3-5/8″15,000 psi with valid certificates of conformance (COC) and certificate of service (COS).

(17)   WITS data from rig instrumentation that can be transmitted to base.

(18)   Domestic waste compaction and evacuation package.

(19)   Solids control package consisting of 4 x shale shakers, desilter, desander mud cleaner, cuttings drier, centrifuge, augers etc.

(20)   Mud processing equipment such as Mud Gas Separator & Degasser.

(21)   Below the rotary table headroom and layout to support the installation of the MPD system.

(22)   Red zone management technology

(3.0)  MANDATORY REQUIREMENTS

(1)     To be eligible for this tender exercise, interested contractors are required to be pre-qualification and LIVE in NJQS Product Category List 3.04.01 (Drilling Rigs) in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified, suppliers in this category will receive Invitation to Tender (ITT).

(5)     To be eligible, all tenders must comply with the Nigerian Content requirement in the NipeX system.

(4.0) NIGERIAN CONTENT REQUIREMENTS

Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements:

(a)     Bidder shall meet the following requirements:

The bidding entity (supported by verifiable evidence) propose to deploy and utilize for the service a nominated Nigerian-owned jack up drilling rig (providing MOA for a rig owned by a Nigerian 3rd party) and/or

(b)     A Nigerian company (that has demonstrated Nigerian-equity ownership in a land/swamp rig) is the bidding entity or is participating as a partner in the bidding entity, supported by evidence of MOA in the case of a joint bid. Including submission of documented plan by the bidding entity (i.e. with cash flow analysis by a reputable Nigeria Leading Institution/Bank) demonstrating at start of contract planned acquisition of 10% Nigerian equity ownership of the nominated drilling rig to be deployed and utilized for the service and increasing to 50% Nigerian equity within the duration of the contract when successful as preferred bidder and/or

(c)      Evidence of Nigerian partner owning significant marine assets to support swamp or offshore drilling operations

In addition to (a), or (b) or (c) above.

(d)     Evidence of bidding entity demonstrating compliance in 55% targets for Nigerian manning of key positions on the rig plus significant utilization of in-country support services in the operations of rig while on contract.

(II)     Provide evidence of company Ownership Structure form C02 and C07, registration on NOGIC JQS and DPR certificate.

(III)    Detailed description of the location of in-country committed facilities & infrastructure (Technical/Administrative offices) in Nigeria to support this contract.

(IV)   In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

(V)    Submit Tenderer’s corporate organizational and project/contract specific organogram. CV’s of all personnel (rig manning minimum of 55% NC) listed in the project organogram should be submitted. For any position to be occupied by expatriate, tenderer shall provide evidence to obtain expatriate quota approval granted by NCDMB before any expatriate is deployed to execute this work scope”.

(VI) First consideration shall be given to Nigerian companies in sourcing for services. In line with Section 49 and Schedule to the NOGICD Act 2010, bidders will be mandated to use the services of Nigerian banks, Insurance companies and Law firms for the execution of this contract. This shall form part of the requirements for the assessment of the bidders during the technical evaluation. Details of the banks, insurance companies and law firms will be clearly stated in the Nigerian Content Compliance Certificate to be completed by the winning bidder(s).

In addition, the following services will be subcontracted to Nigerian vendors:

(a)     Provision of managed pressure drilling (MPD) service

(b)     Provision of AGO

(c)      Rig inspection services

(d)     Certification and inspection of lifting equipment and temporary pipework

(e)      Catering services

(f)      Housekeeping services

(5.0)  CLOSING DATE

Only Tenderers who are registered in the NJQS product/ category as at 15 November, 2023 being the advert close date shall be invited to submit Technical bids.

(6.0)  ADDITIONAL INFORMATION

All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.

This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having prequalified in NJQS.

SPDC will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
