(1.0) INTRODUCTION
The Shell Petroleum Development Company of Nigeria Limited (SPDC), operator of the Nigerian National Petroleum Company Limited (NNPC); Total Energies, Nigerian Agip Oil Company (NAOC) Joint Venture in its role as the Operator hereby announces to interested and prequalified companies an upcoming tendering opportunity for the IT Support Services Contract for SPDC. The proposed contract will commence in Q2 2024 and remain active for 2 years’ duration, followed by 1 year extension option.

· Provision of Supportability and Transition to Support Service

· Collaboration with external service providers, OEM or other internal Shell service providers
· Provision of Project Management Support Services
· Provision of Production Application Support Services
· Provision of Solution (Application) Deployment / Project Management Service
· Provision of Collaborative Work Environment Support Service
· Provision of Engineering Application Support & Consultancy service
· Provision of Engineering Data and Document Control Services
· Provision of Information, Compliance and Knowledge Management services
· Provision of SharePoint Information Management Consultancy & Workflow Service
· Provision of 1st line & 2nd line IT Service Desk support

(4) To initiate the JQS prequalification process, access www.nipexng.com to download the application form, make necessary payments and contact NipeX office for further action.
(5) To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.
(4.0) NIGERIAN CONTENT REQUIREMENTS
· Only Nigerian companies having equal to or greater than 51 % Nigerian shareholding in the bidding entity shall bid for this work scope. Tenderer shall demonstrate that entity is a Nigerian-registered company. Provide evidence of company Ownership Structure form 002 and C07, registration on NOGIC JQS and NUPRC certificate.
· Detailed description of the location of in-country committed facilities & infrastructure (technical office/administrative office) in Nigeria to support this contract.
· Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
· Provide evidence Category 1,2, 3, 4, or 5 Consultancy Services NCEC demonstrating capacity and capability to deploy IT professional personnel to execute the work scope.
· Provide evidence of what percentage of Management Positions are Nigerian personnel and what percentage of Nigerian personnel that shall execute the work scope.
(5.0) CLOSING DATE:
Only Tenderers who are registered in the NJQS product/category as at 16 November, 2023 by 4:00pm, being the advert close date shall be invited to submit Technical bids.
(6.0) ADDITIONAL INFORMATION
· All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
· This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.
· SPDC will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
