TENDER OPPORTUNITY: CORPORATE CALL OFF CONTRACT FOR MAINTENANCE AND REPAIR OF PIPELINES FOR SPDC

TENDER REF: CW809655 PROVISION OF INTEGRATED PIPELINE REPAIR AND MAINTENANCE SERVICES

(1.0)  INTRODUCTION

The Shell Petroleum Development Company of Nigeria Limited (SPDC), operator of the NNPC/SPDC/Total Energies /NAOC Joint Venture is seeking qualified vendors for the Provision of Integrated Pipeline Maintenance and Repair Services on a call-off basis.

Bidders will be expected to demonstrate their capability and capacity to accept and deal with the financial and technical complexities associated with a contract of this magnitude and this evidence will be required in the next stage of this Tender.

SPDC hereby invites submission from reputable and competent Nigerian registered companies having requisite proven experience in Provision of Integrated Pipeline Maintenance and Repair Services and all other works within the scope of Works.

(2.0)  SCOPE OF WORK/SERVICE REQUIREMENT

The WORK to be covered under this CONTRACT generally consists of all works incidental and necessary to the successful completion of pipeline maintenance and repairs works involving manifold piping works, pipeline civil structure maintenance, valves maintenance, low/intermediate emergency pipeline repairs, manifolds protection systems installations/repairs, composite repairs, cathodic protection repairs/upgrades and planned pipeline upgrades/ rehabilitations, etc. in SPDC’s Eastern and Western Divisions.

(3.0)  MANDATORY REQUIREMENTS

(1)     To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the Product Group: Pipeline Systems Product/Services category 4.03.04, 3.05.12 and 4.05.04 in NipeX Joint Qualification System (NJQS) data base. Only successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).

(2)     To determine if you are pre-qualified and view product/service category you are listed for, open www.nipexng.com and access NJQS with your login details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.

(3)     If you are not listed in a product/service category and you ore registered with NUPRC & NMDPRA to do business, contact NipeX office at 30, Oyinkan Abayomi Street, Ikoyi, Lagos with your DPR certificate as evidence for necessary update.

(4)     To initiate the JQS Prequalification process, access www.nipexng.com to download the application form, make necessary payments and Contact Nipex office for further action.

(5)     To be eligible, all tenders must comply with the Nigerian Content Requirements in the Nipex system.

(4.0)  MINIMUM REQUIREMENTS

Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements:

(1)     Demonstrate that entity is a Nigerian registered company with greater than equal to 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.

(2)     Provide evidence of at least 50% Nigerian ownership of all equipment to be utilized in their execution of the work scope. Tenderers shall provide evidence of Category 1, 2, or 3 NCEC in the following groups to demonstrate ownership of equipment and capacity for the execution of work scope:

(i)      Construction and Movable equipment (EC).

(ii)      Fabrication and Construction (FC).

(iii)     Quality Inspection and Quality control (QS).

(3)     Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.

(4)     Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

(5)     Tenderer shall provide Location of in-country facilities (not limited to administrative office fabrication yard, in-country maintenance workshop) demonstrating presence and investment in Nigeria for the execution of the work scope.

(5.0)  CLOSING DATE

Only Tenderers who are registered with NJQS product/category as at 4 January, 2024 being advert close date shall be invited to submit Technical bids.

(6.0)  ADDITIONAL INFORMATION

·        All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.

·        Suppliers that are prequalified for this product /service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorised /responsible person is up-to-date in their company profile in the NJQS database.

·        This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agents, nor shell it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.

·        SPDC will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
