TENDER OPPORTUNITY: PROVISION OF HELICOPTER (ROTARY WING) AND ASSOCIATED SERVICES (CW798646)

(1.0)  INTRODUCTION

The Shell Petroleum Development Company of Nigeria Limited (SPDC) in its role as Operator of the NNPC/SHELL/TotalEnergies/AGIP Joint Venture hereby announces to interested and prequalified companies an upcoming tendering opportunity for The Provision of Helicopter (Rotary Wing) and Associated Services

SPDC hereby invites reputable and competent Nigerian Companies and alliances with requisite experience and accreditation to apply to be considered for inclusion in the bidders list for subject tender.

The proposed contract will provisionally commence in Q3 2024 and remain active for 5 years’ duration, followed by 2-year extension option.

(2.0)  SCOPE OF WORK/SERVICE REQUIREMENT

(1)     The scope of work for the services shall include, but not limited to the following; Provision of two (2) medium sized helicopters and associated services flexible to five (5) at Warri and Port Harcourt for operations in support of SPDC Production, Project and Well Engineering Services.

(2)     Aircraft proposed are to be types approved by the Company and be fully equipped to Company (Group) technical and safety standards.

(3)     Each aircraft to be available 6 days per week 0700-1900hrs with an agreed maintenance day each week.

(4)     Medium sized helicopter to have a minimum of 12 seats and be configured for offshore operations.

(5)     Provision of aircrew, Maintenance, Insurance, and the associated maintenance facilities.

(6)     Provision of Medevac, External Load, Secondary SAR, and ancillary services.

(7)     Provision of Jet A1 Fuel (including maintenance and operation of fuel storage facilities) and maintenance of helipods to transfer the fuel to swamp and offshore locations.

(8)     Provision of a holistic management of operations including flight booking, flight scheduling, passenger handling, lounges, catering services, and vehicle parking for travellers at Warri and Port Harcourt.

(9)     Provision of a Helipad/Helideck Inspection Service. Implement health, security and safety standards and protocols as advised, within the delivery of all services. Report incidents, Near Misses, Unsafe Acts and Unsafe Conditions. Send monthly HSE reports.

(10)    Implement a Workers Welfare Management Plan, with agreed Key Performance Indicators (KPIs), to support requisite HSE status of personnel. Provide monthly KPI reports and review during Business Performance Reviews (BPRs).

(3.0)  MANDATORY REQUIREMENTS

(1)     To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendors in the 3.08.03 – Air Transport Services of Passengers and Freight (Product/Services) category (A-D) in NipeX Joint Qualification System (NJQS) database. Only successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).

(2)     To determine if you are pre-qualified and to view product/service category you are listed for, open http://vendors.nipex-ng.com and access NJQS with your login details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.

(3)     If you are not listed in a product/service category you are registered with NUPRC to do business, contact NipeX office at 27b Oyinkan Abayomi Drive, Ikoyi, Lagos with your NUPRC certificate as evidence for verification and the necessary update.

(4)     To initiate the NJQS prequalification process, access www.nipex-ng.com to download the application form, make necessary payments and contact NipeX office for further action.

(5)     To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.

(4.0)  NIGERIAN CONTENT REQUIREMENTS

Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements:

(1)     Tenderer shall provide evidence of being a Nigerian registered company. Tenderer shall provide form CO2 and CO7, registration on NOGIC JQS and NUPRC certificate.

(2)     Tenderer shall provide detailed description of the location of in-country committed facilities & infrastructure (technical office, and administrative space, in-country Hangar etc.) in Nigeria to support this contract.

(3)     Tenderer shall provide evidence of category 1, 2, 3, 4 or 5 Construction & movable equipment NCEC demonstrating capacity and capability to execute the work scope.

(4)     Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

(5)     Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.

(6)     Tenderer must be registered with Nigerian Airline Operators having an Airline Operators Certificate (AOC) from relevant authority.

(7)     Tenderer must have evidence of operating licence by the NCAA during the bidding phase.

(5.0)  CLOSING DATE

Only Tenderers who are registered in the 3.08.03 -Air Transport Services of Passengers and Freight (Product/Services) category (A-D) as at 4:00pm on 29 December, 2023 being the advert close date shall be invited to submit Technical bids.

(6.0)  ADDITIONAL INFORMATION

·        All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.

·        This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.

·        SPDC will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
