RINGIM LOCAL GOVERNMENT COUNCIL JIGAWA STATE
INVITATION TO TENDER FOR PRE-QUALIFICATION/FINANCIAL BIDS
1. PREAMBLE
In compliance with the Jigawa State Procurement process, Ringim Local Government Council, Jigawa State wishes to notify interested bidders of its intention to procure the construction of Town Hall Ringim.
2. PROJECT SCOPE
Construction of Town Hall Ringim, with a completion period of twelve (12) weeks.
3. ELIGIBILITY REQUIREMENTS
To be considered for pre-qualified, interested, competent and reliable contractors are required to provide verifiable evidence including but not limited to the following documents:
a) Certificate of Incorporation with Corporate Affairs Commission.
b) Certified true copy of Memorandum and Articles of Association
c) Evidence of registration with Jigawa State Work’s Registration Unit
d) Tax clearance certificate for the last three (3) years
e) Audited account for the last one (1) year
f) VAT registration and evidence of past remittance
g) Evidence of financial capability and banking support
h) Company average annual turnover of not less than N10,000,000.00
i) Evidence of similar project executed (letter of award and completion certificate) at least (3) in the last five (5) years
j) Verifiable evidence of company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc)
k) That the company have fulfilled all obligations to pay taxes, pensions and social security contributions
l) A sworn affidavit certifying as follows:
a. That the document submitted for the pre-qualification exercise are not genuine but correct
b. That none of the directors of the company has been convicted by any court of law
c. That the company is not bankrupt
d. That none of the officers of Jigawa State/Local Government is a present or former director of the company
m) Any other relevant information that will help in determining the company’s suitability for the works
n) Any prospective bidder that does not possess any of the above documents need not apply
4. COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect the Tender documents from the office of the Director Planning, Research and Statistics, Ringim Local Government Council, from the date of publication of this advert and between the hours of 9:00am and 5:00pm daily after a payment of a non-refundable fee of N10, 000.00.
5. SUBMISSION OF THE TENDER DOCUMENTS
Technical and financial bids shall be submitted in two different sealed envelopes and labeled “Technical bid “financial bid” respectively
with the company’s name indicated on one side of envelope. Both envelopes should be placed in a sealed third envelope addressed and
delivered to the office of the Director Planning, Research and Statistics, Ringim Local Government and not later than Friday, 29th February, 2024 by 12:00 noon.
All document for submission must be transmitted with a forwarding letter duly signed by company representative under the company’s
letter headed paper bearing the CAC registration Number (RC), Contact Address, Telephone Number (Preferably G.SM No) and email address.
The financials bid should contains a bid security of not less than 2% of quoted bid, by way of a Bank guarantee or an insurance bond
issued by a reputable bank or insurance company acceptable to the procuring entity.
The bid validity period should be 120 days from the deadline of the bid submission date.
6. OPENING OF BIDS
Only technical bids shall be opened immediately after the deadline for submission at 12:00noon.
7. GENERAL INFORMATION
i. Bids submitted after the deadline for submission would be returned unopened;
ii. Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
iii. This advert shall not be construed as commitment on the part of the Ringim Local Government Council nor shall it entitle a company
to make any claim(s) whatsoever and/or seek any indemnity from the Ringim Local Government Council by virtue of such company having responded to this advert;
iv. All cost will be borne by the bidder’s responsibility as the Ringim Local Government Council will not be held responsible for any cost
or expenses incurred by any interested party i.e in connection with any response to this invitation.
v. The Ringim Local Government Council reserves the right to annul the procurement process or reject a bidder at any time without
incurring any liabilities.
vi. Alternative bid will not be accepted.
vii. Bidders with the same subsidiary relationship are not allowed to partake in the same lot
