RFB DESCRIPTION: BACKLOG MAINTENANCE/REHABILITATION OF 60.03KM OF RURAL ROADS IN PLATEAU STATE (LOTS 1-4)

(1) The Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development has received financing from the World Bank toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for Backlog Maintenance/Rehabilitation of 60.03km of Rural Roads in Plateau State. This contract will be financed by the International Development Association (IDA). The procurement process will be governed by the World Bank’s Procurement Regulations.
(2) The Plateau State Project Implementation Unit, Rural Access, and Agricultural Marketing Project now invites sealed Bids from eligible Bidders for the Backlog Maintenance/Rehabilitation of 60.03km of Rural Roads in Plateau State grouped into 4 lots as follows;

Note: The project involves Backlog Maintenance/Rehabilitation of Rural Roads in Plateau State having a total length of 60.03km. The works include but not limited to; Site clearance and Earthwork, Culverts and Drains, Pavement as well as strict undertaking of Social and Environmental Safeguard. The work is expected to be completed within 18 months.
(3) Bidding will be conducted through the National Competitive procurement method using the Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” November 2020- Fourth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
(4) Interested eligible bidders may obtain further information from the State Project Coordinator Plateau State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.
(5) The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira (NGN50,000.00) only per LOT. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given below;

Bids must be delivered to the address below on or before 12:00 noon on 18 March 2024. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 18 March 2024 by 12:00 noon.
(6) All Bids must be accompanied by a “Bid Security” in the amounts indicated in the above table.
(7) Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
