INVITATION FOR PRE-QUALIFICATION
The Oyo State Government of the Federal Republic of Nigeria herein after called “The Employer” intends to carry out the Asphaltic Improvement/Rehabilitation of the underlisted road projects and hereby invites interested contractors for prequalification:
LOT 1
(i) Osuntokun – Housing Corporation – Elewure Junction – Awolowo junction Road. 2.99km
(ii) Favours junction – Ladoke – Aare Junction – Ashi along Bodija Road. 3.48km
(iii) Bodija Ojurin-Ashi Basorun with spur to Ojoo. 3.45km
(iv) Dualization of U.l (Preboye’s Junction) – Bodija Market – Secretariat – Total Garden – Beere Roundabout, Ibadan. 15.53km
(v) Government House – NTA Junction – Ikolaba Jamb Office – Officer’s Mess _ Federal Secretariat – Custom Office, Ibadan. 6.131km

(2.0) BID REQUIREMENTS
Interested contractors are to submit the following documents:
(2a) MANDATORY DOCUMENTS
(1) Certificate of Company registration with the Corporate Affairs Commission (CAC).
(1) FIRS Current Tax Clearance Certificate of Limited company for years 2022, 2021 & 2020.
(2) Oyo State BIR Current Personal Income Tax clearance certificate of two (2) Directors of the company for years 2022, 2021 & 2020.
(3) Current Certificate of registration with Oyo State Bureau of Public Procurement (BPP) in category E.
(4) Evidence of current registration of Business premises with the Ministry of Trade and Investment, Oyo State.
(5) Contractors financial reports for years 2017 – 2022
(6) Evidence of financial capability/reference letter from a reputable bank.
(7) Sworn Affidavit disclosing:
(a) Whether or not any officer of the relevant committee of the Procurement Entity or Bureau is a former or present Director, Shareholder or has financial interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
(b) That the company is not in receivership, the subject of insolvency or bankruptcy proceedings nor the subject of any of winding up petition or proceedings.
(c) That none or any of the directors have been convicted in any country for criminal offences relating to fraud or financial impropriety or criminal misrepresentation of falsification of facts relating to any matter.
(8) Evidence of payment of non-refundable prequalification fee 0f N50,000.00 per lot into Oyo State Government account, Revenue Code 4040024
(2b) TECHNICAL DOCUMENTS
(i) Verification evidence/list of previous /similar major/projects executed with letters of commission and certificate of practical completion.
(ii) Company profile and organization structure, including names and resume of key personnel with address and phone numbers.
(iii) Evidence of registration of company key personnel with relevant professional bodies.
(iv) Evidence of current practice license with relevant professional regulatory bodies (COREN, QSRBN, ARCON, CORBON etc.)
(v) List of plants and equipments
(vi) List and addresses of sub-contractors and technical partners.
(vii) Letter of consent to allow for verification of claims on documents, equipments, sub-contractors and/or technical partners.
(viii) Any other document deemed relevant.
(3.0) SUBMISSION
(a) All prequalification documents should be arranged and bounded as listed below
(i) Two (2) sets of bounded prequalification documents should be enclosed in separate envelopes with Original and duplicate imprinted on the project title written on the top right corner of the envelope.
(ii) The two (2) envelopes should be enclosed in a bigger envelope with the project title written on the top right corner of the envelope.
(iii) The bounded prequalification documents should be addressed to:
The office of the Secretary,
State Tenders Board,
Cabinet Department
Office of the Executive Governor
Oyo State Secretariat, Ibadan
And submitted between the working hours of 8:00am and 4:00pm
(b) This prequalification exercise shall remain open for a period often (10) working days from the date of this advertisement (October 13, 2023).
(c) The prequalification documents shall be opened immediately at the expiration of the prequalification period at the office of the secretary, State Tenders Board
(d) The technically qualified contractors financial bid shall be opened after five working days of opening the prequalification documents.
(e) Interested bidders are invited to attend
(f) All late submission shall be rejected and disqualified from participation in the prequalification opening process.
(4.0) IMPORTANT INFORMATION
(i) The Ministry of Public Works and Transport will not be responsible for any cost or expenses incurred by any interested party (i.e.) in connection with site inspection or response to this invitation.
(ii) The Ministry of Public Works and Transport reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
(iii) This is not an invitation to tender and does not connote an agreement or intent to contract with successful contractors.
