INVITATION FOR PRE-QUALIFICATION

SUPPLY AND INSTALLATION OF SOLAR PUBLIC LIGHTING WITHIN ALALUBOSA GRA, AERODROME GRA, FIFTY (50) KILOMETER IBADAN INNER-CITY AND OTHER SELECTED AREAS
(1.0) INTRODUCTION
The Oyo State Government, in her giant strides on public infrastructure with a view to attract investments through illumination at dusk, enhancing the security architecture, creating the peaceful and serene ambiance as catalyst for the state’s sustainable development, intends to carryout Supply and Installation of Solar Public Lighting within Alalubosa GRA. Aerodrome GRA, Fifty (50) kilometer Ibadan Inner- city and other Selected Areas in Oyo State

(3.0) QUALIFICATION REQUIREMENTS/ELIGIBILITY CRITERIA
(3A) MANDATORY DOCUMENTS
Interested and competent Contractors wishing to carry out the projects as described above will be required to submit the following documents:
(i) Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.
(ii) Evidence of registration with Oyo State Bureau of Public Procurement (BPP).
(iii) Evidence of current registration of Business premises with the Oyo State Ministry of Trade and Investment, Oyo State.
(iv) FIRS Current Tax Clearance Certificate of Limited company for years (2020 – 2022).
(v) Oyo State BIR Current Personal Income Tax clearance certificate for two directors. (2020 – 2022)
(vi) Detailed Company profile and Organisation structure including names and telephone numbers of key personnel (Technical/Managerial).
(vii) Evidence of financial capability. (Reference letter from reputable bank).
(viii) Copies of VAT Registration with TIN number and evidences of VAT remittances for the last 3years (2020 – 2022).
(ix) Sworn Affidavit disclosing:
(a) Whether or not any officer of the relevant committee of the Procurement Entity or Bureau is a former or present Director, Shareholder or has financial interest in the bidder and conform that all information presented in its bid are true and correct in all particulars.
(b) That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings nor the subject of any form of winding up petition or proceedings.
(c) That none of any of the directors have been convicted in any country for criminal offences relating to fraud or financial impropriety or criminal misrepresentation of falsification of facts relating to any matter.

(3b) TECHNICAL DOCUMENTS
(i) Verification evidence/list of previous/similar/projects executed with letters of commissioning and certificate of practical completion within the last 5years;
(ii) Detailed Company profile and Organisation structure including names and telephone numbers of key personnel (Technical/Managerial).
(iii) Evidence of registration of company key personnel with relevant professional bodies.
(iv) Evidence of current practice license of key personnel with relevant professional regulatory bodies (COREN, QSRBN, ARCON, CORBON, etc.
(v) List of plants and equipment
(vi) List and address of Sub-Contractors and technical partners
(vii) Letter of consent to allow for verification of claims on documents, equipment, sub-contractors/technical partners.
(viii) Any other document deemed relevant.
Interested eligible bidders may obtain further information from and inspect the bidding document at the Oyo State Ministry of Energy & Mineral Resources, Office of the Director (Electrical).
(4.0) COLLECTION OF PRE-QUALIFICATION DOCUMENTS.

(5.0) SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
(a) All prequalified documents should be arranged and bounded as listed below:
(i) One (1) Original and Two (2) copies of bounded prequalification documents should be enclosed in separate envelopes with original and duplicate imprinted on the desired project title written on the top right corner of the envelope e.g. “IFB – Supply and Installation of Solar Public Lighting within Alalubosa Government Residential Area Lot 1)’
(ii) The Three (3) envelopes should be enclosed in a bigger envelop with the project title written on the top right corner of the envelope
(iii) The bounded prequalification documents should be address to:

Oyo State Secretariat, Ibadan
(b) The prequalification exercise shall remain opened for a period of ten (10) working days and submission between the working hours of 8:00am – 4:00pm from the date of this advertisement
(c) The prequalification documents shall be opened immediately at the expiration of the prequalification period at the office of the Secretary, State Tenders Board.
(d) The technically qualified contractor shall be contacted for submission financial bid and opening date.
(e) Interested bidders are invited to attend. All late submission shall be rejected and disqualified from participation in the prequalification opening process.
(6.0) PRE-QUALIFICATION OPENING
Prequalification documents will be opened in the presence of bidders representatives who choose to attend on Thursday, 18 December, 2023 at 12 noon, at the Cabinet Office, Office of the Executive Governor.
(7.0) IMPORTANT INFORMATION
(i) All claims must be adequately substantiated with documents and must be verifiable.
(ii) The Oyo State Ministry of Energy & Mineral Resources shall deal directly with only the authorized officers of interested companies and not with their agents.
(iii) This bidding exercise shall not be construed as a commitment on the part of the Oyo State Ministry of Energy & Mineral Resources to award the contracts to anyone or even award any contracts at all.
(iv) The Oyo State Ministry of Energy & Mineral Resources will not be responsible for any cost or expenses incurred by any interested party (i.e.) in connection with site inspections or responses to this imitation.
(v) The Oyo State Ministry of Energy & Mineral Resources reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
