CONSULTANCY SERVICES FOR THE DETAILED ENGINEERING DESIGN AND CONSTRUCTION SUPERVISION OF WORKS FOR OWENA-ONDO & IGBARA OKE WATER SUPPLY SCHEMES

The Federal Government of Nigeria has received financing from the African Development Bank towards the cost of the Urban Water Sector Reform and Akure Water Supply and Sanitation Project being Implemented in Ondo State Water Corporations and intends to apply part of the agreed amount of this loan to payments under a contract for Consultancy Services for the Detailed Engineering Design and Construction Supervision of Works for Owena-Ondo & Igbara Oke Water Supply Schemes
The assignment involves Detailed Engineering Design (DED), Contract Documentation and Construction Supervision Services for the Upgrade of Water Supply Infrastructure to Ondo Central Senatorial District and Ile-Oluji. Specifically, the principal objectives of the works would be to recommission Owena Ondo Road WTP, Igbara-Oke WTP, provision of transmission mains between Owena-Ondo Road WTP and reservoirs in Idanre and Ondo, also Igbara-Oke WTP and Reservoir. Also to improve and extend water supply coverage of the existing water supply infrastructure within Ondo Central Senatorial District and Ile-Oluji.
The Scope of the consulting assignment will involve the preparation of detailed designs and supervision of works for the following:
Construction of Weir and Production Owena Ondo & Igbaraoke Scheme:
· Rehabilitation, Recommissioning, and upgrading of Owena Ondo Road WTP & Owena Igbara-Oke WSS
· Reconstruction and recommissioning of Cofferdam at Owena Ondo Road and Rehabilitation and Recommissioning of Intake and WTP at Owena Ondo Road Dam and Igbara-Oke WTP
· Transmission Main to Ondo and Ileoluji Reservoirs from Owena Ondo Road WTP, distribution network and household connection within the coverage area
· Transmission Main to Idanre Reservoirs from Owena Ondo Road WTP, distribution network and household connection to Idanre, and transmission from Igbara-Oke WTP to the main reservoir and the distribution network within Ifedore Local Government area.
· Rehabilitation, extension and densification of the distribution networks including implementation of water meters on the networks and on all connections in the cities of Idanre, Ondo, Bolorunduro and Ile-Oluji and Akure Northern distribution.
· Carryout integrity test of the existing reservoirs and effect repairs where necessary in the coverage areas.
· Construction of additional reservoirs in the Cities of Idanre, Ondo, Bolorunduro and Ile-Oluji (where necessary)
· Reconnection of the Pressure Breaking Reservoir at Igbara-Oke to serve Igbara-Oke, Ilara Mokin, and the environs.
· Reconstruction of Transmission line from Igbara-oke reservoir to Ilara Mokin, and other satellite towns to Ijare Reservoir.
· Rehabilitation, extension and densification of the distribution network, including implementation of water meters on the networks and on all connections in the Cities and towns within the coverage areas.
· Extension of power supply from TCN Injection station in Akure to Owena Ondo Road WTP.
· Manage Defects Liability Period.
The Assignment will be in two parts, thus, (i) Preparation of Detailed Engineering Designs, Drawings, Bills of Quantities and Specifications for the proposed works within 12 months under a lump sum contract; and (ii) Supervision of the works contracts for a contract duration of 25 months or the time estimated for the construction works under a time- based contract.
The Ondo State Water Corporation now invites eligible consulting firms to indicate their interest in providing these services. Interested Consultants must provide information indicating that they are qualified to perform the services (profiles, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Potential consultants may constitute joint ventures to enhance their chances of qualification. All eligible consultants, are expected to submit one (1) original and two (2) copies of his expression of interest. A Soft copy of the expression of interest should also, be submitted in PDF Form
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations (October 2015), which is available on the Bank’s website at http://www.afdb.org
