1. The Federal Government of Nigeria has received financing from the African Development Bank towards the cost of the Urban water Sector Reform and Akure Water Supply and Sanitation Project and intends to apply part of the agreed amount of the loan to payments under a contract for a technical assistant on project management. The consultant will provide technical operational and project management supports to the PIU of Ondo State Water Corporation for an initial period of 2 years.
2. Reporting to the General manager through project coordinator, the scope of assignment for the project manager shall include:
a. Elicit strategic direction, coordinate and supervise activities of the project implementation unit;
b. Ensure effective planning, budgeting, execution and monitoring of project activities in accordance with project appraisal reports and loan agreements. Prepare annual work plans, budgets and procurement plans for approval every year.
c. Supervise the activities of implementing partners, in particular NGOs and consultants/Technical services providers to ensure effective delivery of project services. Promote collaboration with other partners, including the private sector for the management of the WSS systems.
d. Ensure timely implementation of the institutional and capacity building components of the project;
e. Supervise activities related to the establishment of PPP contracts and promotion of local small scale private operators, including drafting and coordinating the approval process for any required legal documents;
f. Supervise and fully participate in participate in the activities of supervision missions by financiers of the project, including prior arrangements for the due participation of the stakeholders in the mission activities.
g. As needed, provide support to the management on the constitution of PIU staff, short-term specialists and other service providers required for implementation of the project. Appraise PIU staff on regular basis on job performance and otherwise, and ensure effective supervision of other contracted service providers.
h. Liaise with Ondo State Water Corporation senior management team to ensure that the corporation is actively involved in the project and to facilitate a smooth transition between project activities and the operations of the corporation.
3. The Ondo State Water Corporation now invites eligible consultants to indicate their interest in providing these services. Interested
qualified to perform the services (curriculum vitae CVs) description of similar assignments, experience in similar assignments etc). the consultant should demonstrate the following qualifications and experience,
a. At least a master degree in any water resources/engineering/project management disciplines is compulsory
b. First degree in engineering or any other relevant field related to water sector and post graduate training in water, project or related subject, or equivalent by experience;
c. Good knowledge of standard procurement methods and best practices in contract management. Specific knowledge and experience in Multilateral institutions procurement procedures will be a distinct advantage.
d. Minimum of fifteen (15) years relevant working experience in water sector, of which ten (10) years continuous experience as a project manager/project coordinator, preferably in an international organization or water supply system under a donor financed project.
e. Knowledge of multilateral institutions guidelines and project management procedures and documentation will be an added advantage;
f. Experience in training capacity building and setting up of project management systems in a new organization will be a distinct advantage.
g. Computer literacy and competence, MS Word, Excel, Access, Powerpoint and project management.
h. Proven ability to work and interact with people from diverse, professional, social and cultural backgrounds;
i. Fluency in written and spoken English, knowledge of French would be an added advantage.
j. Excellent analytical skills and report writing.
4. Eligibility criteria, the establishment of the short-list and the selection procedure shall be in accordance with the African Development
Bank’s procurement policy for Bank funded operations (October 2015) which is available on the bank’s website at http://www.afdb.org
