(1) The Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development has received financing from the World Bank and the French Development Agency (AFD) and on-lent the financing to nineteen participating states (namely, Abia, Akwa Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto, Niger, Gombe, Ekiti, Kaduna, Ebonyi and Osun) toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for Upgrading of 64.01km Rural Roads in Ogun State. This contract will be financed by the International Development Association (IDA), French Development Agency and Ogun State Government. Procurement process will be governed by the World Bank’s Procurement Regulations.
(2) The Ogun State Project Implementation Unit, Rural Access and Agricultural Marketing Project now invites sealed Bids from eligible Bidders for file Upgrading of 64.01km Rural Roads in Ogun State grouped into 5 lots as follows;

Note: The project involves upgrading of an existing rural feeder road having a combined total length of 64.01km. The works include but not limited to; Site clearance and Earthwork, Culverts and Drains, Pavement and Surfacing as well as strict undertaking of Social and Environmental Safeguards. The work is expected to be completed within 18 months.
(3) Bidding will be conducted through National Competitive procurement method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” November, 2020 – Fourth Edition (Procurement Regulations:”) and is open to all eligible Bidders as defined in the Procurement Regulations.
(4) Interested eligible bidders may obtain further information from the State Project Coordinator Ogun State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1500 at the address given below.
(5) The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira (NGN50,000.00) only per LOT. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given below;

(6) Bids must be delivered to the address below on or before 12:00noon on Thursday, 18 July, 2024. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Thursday, 18 July, 2024 by 12:00noon.
(7) All Bids must be accompanied by a “Bid Security” in the amounts indicated in the above table.
(8) Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using to Beneficial Ownership Disclosure Form as included in the bidding document”
