REQUEST FOR BIDS (RFB)

RENOVATION, REHABILITATION AND UPGRADE OF EIGHT (8) GOVERNMENT SCIENCE AND TECHNICAL COLLEGES ACROSS OGUN STATE (In 8 Lots)

(1)          The Ogun State Government has received financing from the World Bank toward the cost of the Ogun State Economic Transformation Project (OGSTEP) and intends to apply part of the proceeds toward payments under the contracts for the Renovation, Rehabilitation and Upgrade of eight (8) Government Science and Technical Colleges across Ogun State (in 8 lots). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

(2)          The Ogun State Economic Transformation Project (OGSTEP) now invites sealed Bids from eligible Bidders for the Renovation, Rehabilitation and Upgrade of eight (8) Government Science and Technical Colleges across Ogun State (in 8 lots) as detailed below:

(3) Bidders may not bid for more than ONE (1) lot, as further defined in the request for bids document. Bidders wishing to offer discounts will be allowed to do so, provided those discounts are included in the Letter of Bid. Contracts will be awarded on lot-by-lot basis.

(4)  Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017 and August 2018) and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following minimum qualification criteria:

·         An average minimum company annual turnover of N1.5bn in the last 3 years.

·         Experience in executing works of a similar nature and size preferably for any level of government or public sector organizations equivalent to the lot bidded for in the last 3 years with evidence of letter of award or job completion certificate and contact person of the client.

·         Audited Financial Statements for the last 3 years from a reputable and accredited accounting firm to demonstrate the financial capability of the Bidder in terms of profitability and adequate working capital.

(5) Interested eligible Bidders may obtain further information from Ogun State Economic Transformation Project (OGSTEP), Mosunmola Owo-Odusi, or ogstepprocurement@gmail.com or Ite 08033579512 or Gani 08033955547 and inspect the bidding document during office hours 9:00am to 4:00pm Monday to Friday with the exception of Public Holidays at the address given below.

(6)  The bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred thousand Naira (N 100,000.00) only. The method of payment will be by Bank Manager’s Cheque (Bank Drafts) from a recognized commercial bank/made payable to Ogun State Economic Transformation Project. The bid document may be collected by the Bidder’s Representative duly authorized by the Bidder in his application or sent by courier services on request (In the case of request by courier, the bidder is advised to arrange for own pre-paid courier service).

(7)          Bids must be delivered to the address below on or before Monday 04 March 2024 by 11.00am. Electronic Bidding in any form will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Monday 04 March 2024 by 11.00am at OGSTEP Office, Floor 5, OPIC Towers, Oke-llewo, Abeokuta, Ogun State Nigeria.

(8)  All Bids must be accompanied by a bid security of Five Million Naira (N5,000,000) only over lot in the form of an acceptable commercial Bank Guarantee or Bank Manager’s Cheque (Bank Draft) issued by a reputable Nigerian Commercial Bank.
