EXPRESSION OF INTEREST FOR THE CERTIFICATION OF PRE-GATE (TRUCK PARKS) TO SERVICE ONNE PORT COMPLEX VIA E-CALL UP SYSTEM.
1. INTRODUCTION
This is to formally inform maritime stakeholders and the general public that the Management of Nigerian Ports Authority is introducing electronic call-up (e-call up) system for trucks ingressing Onne Port Complex. The objective is to make the movement of trucks in and out of the Port Seamless.
In this regard, the Authority (NPA) hereby invites reputable and competent truck parks owners/operators interested in their truck park to be used as pre-gate parks for the call-up system to apply for certification of such parks. The pre-gate parks shall be within the immediate port environs within Rivers State but outside the Onne Port Maritime Logistics ring.
It is pertinent to state that upon certification of the pre-gate parks and commencement of operations only trucks from such parks will be allowed access into Onne Port via the e-call up system.
2. MINIMUM STANDARD FOR PRE-GATE TRUCK PARKS
Below are the acceptable criteria expected of every pre-gate park before its certification and registration on the e-call up platform.
3. PRE-CERTIFICATION
i. The company operating the pre-gate facility shall be registered with CAC.
ii. The pre-gate park shall be fenced and have 24hrs security.
iii. The tarmac (flooring) of the pre-gate park shall be paved.
iv. The pre-gate park shall have a capacity to holds a minimum of sixty (60) – one hundred (100) trucks.
v. Pre-gate parks shall have firefighting equipment.
vi. Provision shall be made for canteen and relaxation spot for drivers/others.
vii. The pre-gate park shall have adequate convenience for at least 1 toilet per 15 people.
viii. The pre-gate park shall have running water.
ix. The pre-gate park shall not be located within the Maritime Logistics Ring.
The Maritime Logistics Ring includes areas covering FOT junction FLT road/gate NAFCON junction. (All proposed pregate parks shall be outside of this perimeter.)
4. REGISTRATION ON THE E-CALL UP PLATFORM
Selected companies shall be further prequalified to fulfill the following conditions;
i. The pre-gate park shall have a gate and automated access (barrier) control.
ii. The pre-gate park shall close circuit Television (CCTV) or Radio link installed in it.
iii. The pre-gate park shall have twenty-four (240 hrs. power (electricity).
iv. The pre-gate shall have internet facility (LAN) installed.
v. Truck inspection office shall be provided for the inspection of trucks/articulated vehicles by VIO Rivers state and FRSC/NPA Safety Department or anyone accredited by the Authority.
5. SUBMISSION OF EXPRESSION OF INTEREST DOCUMENTS
The expression of interest for the certification of pre-gate parks shall be submitted in a sealed envelope and addressed to the Managing Director, Nigerian Ports Authority and clearly marked “EXPRESSION OF INTEREST FOR THE CERTIFICATION OF PRE-GATE TRUCK PARK TO SERVICE ONNE PORT COMPLEX’ specifying the PUBLIC NOTICE No 4159
The sealed envelope shall be submitted either at the office of the Managing Director, 26/28 Marina Lagos
Or office of the Port Manager, Onne Port Complex, Rivers State.
A soft copy shall also be forwarded via email to ecallup@nigerianports.gov.ng ON THE SAME DAY.
In addition to the above listed conditions, the company is to attach evidence of incorporation with Corporate Affairs Commission (CAC) and Tax clearance certificate for the last three (3) years.
All submissions shall reach the Authority on or before Friday, 20th October, 2023.
Please note that a verification team comprising officers from the Authority will visit the proposed Pre-gate Parks before the issuance of letter of certification.
