TENDER OPPORTUNITY

PROVISION OF CEMENTING AND PUMPING SERVICES FOR NAOC JV LAND AND SWAMP OPERATIONS

(1)  INTRODUCTION

The Nigerian Agip Oil Company Limited (NAOC) has a requirement to issue CEMENTING AND PUMPING SERVICES contract for the Scope of Work identified below on NAOC land and swamp area wells for three (3) years firm period and two (2) one (1) year optional extensions.

NAOC therefore invites submissions for the purpose of technical evaluation from suitable and reputable companies having the capability and experience to undertake the under-defined scope of work:

(2) SCOPE OF WORK

The Scope of Work in object hereto is classified under eni commodity code SS05BB05 – CEMENTING (Services, Equipment and Products) and includes the underlisted, in line with the technical specifications detailed in Appendix D – Scope of Work and Technical Specifications.

(1) Provide cementing services and, when required, materials and engineering support to cure lost circulation:

–  Provide Cementing and Pumping Services including but not limited to cementing conductors, casing (single or multi stage), liner squeeze, plug back jobs and all other related operations which are undertaken as part of normal Oilfield practice.

–  Provide Materials and engineering to minimise /eliminate lost circulation while drilling and cementing:

–  Perform the design, testing, mixing and pumping services including cementing services and cure lost circulation systems proposed with all items of equipment, including ancillary and optional equipment, as described in Attachment 1 herein, in accordance with the well specifications;

–  Provide a laboratory supervisor/engineer and base manager who will liaise with Company’s operational departments on requirements, planning, problems and job performance.

–  Test cement slurries and cure lost circulation systems formulations in their designated laboratory and prepare suitable recipes for the planned Work, as and when requested by Company.

(2) Prepare a complete cement work execution plan prior to each job including but not limited to tank set up, bulk transfer, mud transfer, mix water details, slurry volumes, lost circulation pills volumes, spacer volumes, required equipment, contingencies, expected pressures and pressure losses, areas of responsibility and safety measures. Provide pumping services:

–  Pump and displace all fluids (including Glycol and diesel oil) forming part of normal Oilfield practice for cementing, curing lost circulation, testing wells and well stimulation.

–  Provide miscellaneous Pumping Services including but not limited to pumping fluids on surface, pumping on blow-out wells, leak off tests, pressure tests, killing wells, circulating through stuck pipe, pumping diesel during well testing operations, pumping brine or other fluids for circulation, pressure testing rig equipment and all other similar operations which are undertaken as part of normal oilfield practice.

–  Supply Chemicals/Cement Additives, Acids and Casing Accessories CONTRACTOR shall conform to ISO 9000 series International Standard. All the activities shall be carried out with minimum impact on the environment and maximum care of health and safety of all concerned, directly or indirectly, with the activities.

(3) MANDATORY REQUIREMENTS

(a)          To be eligible for this tender exercise, interested contractors are required to be registered and active (“LIVE” status) in the Product/Service category – 3.04.03 CEMENTING SERVICES in the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in these categories as at the closing date of this advert will receive Invitation to Technical Tender (ITT).

(b)          To confirm if you are pre-qualified and view the product/service category you are listed for: Open www.vendors.nipex-ng.com and access NJQS with your log in details, click on continue Joint Qualification Scheme tool, click check mu supplier status and then click supplier product group.

(c)           If you are not listed in a product/service category but you are registered with NUPRC to do business, contact NipeX office at 8, Bayo Kuku Road, Ikoyi, Lagos with your NUPRC certificate as evidence for necessary update.

(d)          To initiate the JQS pre-qualification process access www.nipex-ng.com to download an application form, make necessary payments and contact NipeX office for further action.

(e)         TO be eligible, all tenders must company with the Nigerian Content requirement in the NipeX system.

(4) NIGERIAN CONTENT

Bidders are invited to express complete understanding, willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and Insurance ACT 2005 consequently, bidders submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act.

The documentation for evaluation shall include but net be limited to the following:

·         Demonstrate that entity is a Nigerian registered company with 51% or shareholding capacity. Tenderer shall provide evidence of company Ownership Structure form C02 and C07, registration on NOGIC JQS and DPR certificate

·         Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices) in Nigeria to support this contract

·         Provide evidence of percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.

·         Tenderer shall provide evidence category 1,2,3,4 or 5 Services and support (SS) group NCEC to demonstrate ownership of equipment to the utilized in this execution of the work scope.

·         Tenderers shall provide evidence of binding MOA with an in-country manufacturer having category 1,2,3,4 or 5 manufacturing Services (MS) group NCEC for the procurement of consumables not limited to class G cement.

·         Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project- Specific training(man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

Failure to meet any of these requirements shall lead to outright disqualification.

NOTE: Non-compliance with Nigerian content requirements is a FATAL FLAW

Only tenderers who are registered and active (“LIVE status) with NJQS in the Product/Service Category: 3.04.03 – CEMENTING SERVICES as at the closing date of this advert on 18 December, 2023 shall be invited to submit Bids.
