NIGERIA SOCIAL INSURANCE TRUST FUND (NSITF)

INVITATION TO TENDER/PREQUALIFICATION FOR PROCUREMENT OF GOODS & WORKS AND EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR EXECUTION OF 2023 APPROPRIATION
(1) INTRODUCTION
The Nigeria Social Insurance Trust Fund (NSITF) has appropriated funds in its 2023 Budget for the procurement of Goods, Works, and Services (Consultancy and Non-Consultancy) for the execution of policies, programmes, and projects toward achieving the mandate of the FUND and in compliance with the provisions of the Public Procurement Act, 2007 and other extant guidelines for the award of contracts in the Federal Public Service. The FUND hereby invites interested Contractors, Suppliers, Consultants, and Service Providers with requisite expertise and experience to submit bids / Expression of Interest documents for the following Projects:

(3.0) ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the under-listed requirements to be eligible in this procurement process and arrange in the same sequential order for ease of reference:
(a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC), including Forms CAC1.1, CAC2, CAC2.1 and CAC7. Business Name with Form BN1 is also acceptable for Consultancy Services;
(b) Evidence of the Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) consecutive years valid till 31st December, 2023;
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2023;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2023 or valid Certificate issued by BPP.
(g) Sworn Affidavit:
· disclosing whether or not any officer of the relevant committees of the Nigeria Social Insurance Trust Fund (NSITF) or the Bureau of Public Procurement is a former or present Director, or shareholder or has any pecuniary interest in the bidder and confirming that all information presented in its bid is true and correct in all particulars
· that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
· that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
· that the company does not have an existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months
(h) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
(i) Company’s Audited Accounts for the last three (3) years-2020, 2021 & 2022;
(j) Reference letter from a reputable Commercial Bank, indicating the willingness to provide credit facility for the execution of the projects, when needed;
(k) Works: List of Plants/Equipment, with proof of Ownership/Lease Agreement;
(l) Consultancy Services: All Bidders interested in Consultancy Services must submit verifiable evidence of Firm’s current registration issued by the Appropriate Regulatory Body, such as COREN, ARCON, QSRBN, CORBON, SURCON, ESVARBON, CMD, CPN & NITDA, etc.;
(m) Company’s Profile, with Curriculum Vitae of Key Staff to be deployed for the project, including copies of their academic Professional qualifications (COREN, QSRBN, ARCON, SURCON, CORBON, CPN & NITDA etc.;
(n) For Supply of Equipment: Letter of Authorisation from Original Equipment Manufacturers (OEMs);
(o) For a Joint Venture/Partnership, a Memorandum of Understanding (MoU) should be provided (Compliance with the requirement of CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(p) Local Content: Bidders are required to provide a verifiable statement on the Local Content of the Goods, Works or Services to be provided;
(q) Evidence as Certified Orthopedic Practitioners for the purchase and repairs of prostheses for people who suffer permanent disability.
(r) Security Services: Bidders MUST have Private Security License from the Nigerian Security and Civil Defence Corp (NSCDC) and at least a Director who MUST be a retired Security Personnel.
(s) Bidders for LOTS CS-35 and CS-36 MUST be
(i) Registered Practitioner in Advertisement (APR) MUST
(ii) Have Corporate License of Advertising Practioners Council of Nigeria (APCON) Window B.
(iii) Provide evidence of up to date payment of Practice fee by staff.
Note: All Documents for submission must be transmitted with a Covering/forwarding letter on the Company’s/Firm’s letter-headed paper duly signed by an authorized officer of the Firm/Company. The letter-headed paper should beat amongst others, the Registration No (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone No (preferably GSM No), email address, the names and Nationalities of the Directors of the Company at the bottom of the page.
(4.0) COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested Bidders are to collect the Standard Bidding Document (SBD) from the Procurement Department, Ground Floor, Nigeria Social Insurance Trust Fund (NSITF), Central Business District, Abuja with evidence of payment of a non-refundable tender fee of N10,000.00 per Lot on Goods and Works payable into the Nigeria Social Insurance Trust Fund (NSITF) Remita Account in any reputable Commercial bank in Nigeria.
(5.0) SUBMISSION OF DOCUMENTS
Prospective bidders are to submit a bid for each desired Lot of Goods and Works, two (2) hard copies (original and copy each) of the technical and financial bids with a softcopy of the financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two (2) separately sealed envelopes together in a bigger sealed envelope and addressed to:

Furthermore, the reverse side of each sealed envelope should bear the name, address and Telephone Number of the bidder and dropped in the designated Tender Box at the Procurement Department, Ground Floor, Nigeria Social Insurance Trust Fund (NSITF), Central Business District, Abuja between 10:00 am to 4:00 pm (Working Days) not later than 12:00 noon on Thursday 8 February, 2024
All bidders must sign the Bid Submission Register at the point of submission as the FUND will not be held liable for any misplaced or wrongly submitted bids.
(6.0) SUBMISSION OF EOI
Interested Firms in Services are to submit the Expression of Interest (EOI) For each of the Lot desired, in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 12:00 noon, Monday 22 January 2024
(7) OPENING OF EOIs AND TECHNICAL BIDS
The EOls and the technical bids will be opened immediately after the deadlines for submission at 12:00 noon on Monday 22 January, 2024 and 12:00 noon on Thursday, 8 February, 2024 respectively at the Board Room 4th Floor, Nigeria Social Insurance Trust Fund (NSITF), Central Business District, Abuja in the presence of bidders or their representatives.

(8.0) GENERAL INFORMATION
(a) Bids must be in English Language and duly signed and authorised by the bidder;
(b) Bids submitted after the deadline would be returned un-opened;
(c) Bidders should not bid for more than three (3) Lots;
(d) AII costs will be borne by the bidders;
(e) The Tehnical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to the bidder who chooses to join the bid opening online;
(f) Services: Only shortlisted firms at EOI’s will be invited at a later date for the collection of Request for Proposals;
(g) Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
(h) The NSITF shall verify the claims made by bidders and shall disqualify any Bidder whose claims are found to be false, in addition to other sanctions that may be deemed necessary;
(i) Bidders who have worked for the NSITF and have a history of poor performance, abandonment or prolonged contract execution period need not apply;
(j) Non-Compliance to the instruction(s) stated above and as contained in the Standard Bidding Documents (SBDs) will lead to disqualification;
(k) The FUND is not bound to shortlist/pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liability in accordance with Section 28 of the Public Procurement Act 2007.
NOTE
This advertisement does not constitute an award of contract or a commitment by the Fund to award a contract for which a tender was submitted. It shall also not entitle any bidder to make any claims whatsoever.
