NIGERIA LNG LIMITED’S (NLNG)
INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR PROVISION OF MAINTENANCE SUPPORT SERVICES ACROSS NLNG LOCATIONS
(1) INTRODUCTION
Nigeria LNG Limited’s (NLNG) plant complex located on Bonny Island, Rivers State, Nigeria, consists of six natural gas liquefaction trains with a total capacity of twenty-two (22) million tonnes of Liquefied Natural Gas (LNG) and five (5) million tonnes of Natural Gas Liquids (NGL) per annum and supporting infrastructure. The supporting infrastructure includes but is not limited to office and residential accommodation utilised by personnel within its operations.
NLNG hereby invites interested companies with the requisite experience in the work scope detailed below to express their interest to participate in the bidding process.
(2) MAINTENANCE SUPPORT SERVICES
The objective of the Maintenance Support Services Contract is to ensure continued integrity of the Company’s assets and facilities through planned/preventive maintenance, corrective maintenance including breakdown repair and replacement works.
The scope of Maintenance Support Services contract involves the following:
(1) Scaffolding design, load calculations, erection, and dismantling:
(a) Erection, dismantling and removal after use of all scaffolding materials
(b) Initial and regular inspection and registration of erected scaffolds, using the Scaff-tag system
(c) Maintenance and repair of scaffold materials and access equipment
(d) Inspection and certification of third-party contractor scaffold within Company plant facilities or locations.
(2) ROPE ACCESS
This involves the use of rope access for applicable maintenance works where conditions permit.
(3) OTHER WORK ACCESS PROVISION
This involves the provision of portable lifting equipment such as scissor lifts, boom lifts, and related equipment, quick erect platforms, podium steps and mobile scaffolds where conditions permit.
(4) RIGGING, LIFTING AND CRANEAGE SERVICES
This involves lifting operations and associated works for maintenance works at Company facilities or other locations approved by Company site, using mobile cranes and other lifting equipment provided by Company/Contractor.
(5) OPERATION OF HGV, VACUUM TRUCKS AND MOBILE/ PORTABLE EQUIPMENT.
This involves the driving and operation of flat-bed trailers, low-bed trailers, forklifts, for materials and equipment haulage and vacuum trucks for waste evacuation and disposal. Other mobile/ portable equipment to be operated include backhoes, boom lifts, bundle pullers, dewatering pumps, front/end loaders, generators, light towers, air compressors, dryers, platform lifts, pressure washers, skid steers, rescue pumps, welding machines, trailers, water pumps, steel cutters, front/end loaders and other relevant mobile/ portable equipment.
(6) WELDING AND FABRICATION WORKS (MECHANICAL)
This involves welding, fabrication and pipe fitting works on carbon steel pipe, stainless steel pipe and vessels, and on aluminum cryogenic exchangers.
(2.1) PRE-QUALIFICATION INFORMATION
To qualify for consideration, interested companies are required to respond to this invitation with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification.
(a) Respondent’s confirmation of interest to participate in the pre-qualification exercise for the Provision of Maintenance Support Services across Nigeria LNG facilities as listed out in the scope,
(b) Certificate of Incorporation and other relevant CAC documents (e.g CAC2a, CAC7a etc as applicable).
(c) Health Safety & Environment Policy and Quality Policy.
(d) HSE and QMS performance and compliance records including evidence of ISO 14001 & 9001 certifications and good working knowledge of OHSAS 18001
(e) Current/Valid relevant certificates to operate and to do business in the Nigerian oil and gas industry as issued by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA)
(f) Company profile, organisation, size and structure, including any parent, technical partnership, alliance or joint venture of companies to whom they belong, together with CV of the vendor’s management team.
(g) Recent financial statement
(h) Tax clearance certificates for the last three (3) years.
(i) Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 (See Section 3: COMPLIANCE WITH NIGERIAN CONTENT (NOGICD ACT 2010)
Only companies considered to meet NLNG’s pre-qualification requirements shall receive further correspondence from the Company, including receipt of invitations to tender for the Provision of Maintenance Support Services.
(3) COMPLIANCE WITH NIGERIAN CONTENT (NOGICD ACT 2010)
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports, and details expected Nigerian Content deliverables within contracts and projects in the Nigerian Oil and Gas industry.
NLNG Is committed to the NOGICD Act 2010 and Nigerian Content Development.
Interested companies shall comply with the provisions of the Nigerian Content Act that relate to the scope mentioned above and comply with the minimum Nigerian Content targets for the scope, which are covered in the Schedule of the Act.
Failure to comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development shall result in disqualification from this process.
(3.1) GENERAL NIGERIAN CONTENT REQUIREMENTS
Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act, 2010:
(a) Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or its equivalent) including company Memorandum and Article of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure of tenderer’s legally registered entity in Nigeria by CAMA (Companies and Allied Matters Act).
(b) Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS).
(c) Evidence of valid and appropriate Nigerian Content Equipment Certificate (NCEC) for this scope of service. Procurement and Supplies (PS) Category
(4) SUBMISSION OF RESPONSES
Submissions in response to this EOI shall be completed strictly in accordance with the instructions given in this publication, segregated, and arranged in the order indicated.
Failure to submit any of the documents requested herein may result in the disqualification of the company.

(a) This is not an invitation to tender. Full tendering procedure will be provided to applicants who are successful at this expression of interest, in accordance with NLNG’s pre-qualification procedures.
(b) Notwithstanding the submissions of the documents for the expression of interest, NLNG is neither committed nor obliged to include any company and/or associated companies, agents or sub-contractors on any bid list or award any form of contract to any company and/or associated companies, agents or sub-contractors.
(c) Please be aware that this invitation to express interest does not guarantee that you will be requested to submit an offer to Nigeria LNG Limited; it does not constitute any form of agreement or contract between our companies.
(d) Nigeria LNG Limited shall not be responsible for any cost incurred in responding to this invitation.
(e) This advertisement of Expression of Interest shall not be construed as a commitment by NLNG, nor shall it entitle respondents to claim any indemnity from NLNG, Technical Advisers and/or any of its shareholders by virtue of having responded to this advertisement.
