NIGERIA LNG LIMITED (NLNG)
INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR: CONTRACT FOR PROJECT IMPLEMENTATION, MAINTENANCE AND SUPPORT SERVICES FOR DATACENTRE UPGRADE PROJECT
(1) INTRODUCTION
Nigeria LNG Limited (NLNG) seeks to upgrade/ rejuvenate its current Converged Data Centre Infrastructure to Dell, Cisco, and VMware technologies to help remediate the asset integrity (obsolescence and vulnerability) at its end of life and support.
Nigeria LNG Limited hereby invites interested companies with the requisite experience detailed below to express their interest in participating in the bidding process.
(2) SCOPE OF WORK
The scope of this Expression of Interest (EOI) involves Project Implementation, Maintenance and Support Services to NLNG for its Datacentre Upgrade/Rejuvenation. The scope includes but is not limited to the following:
(a) Procurement of Hardware, Software and Licenses
(b) Original Equipment Manufacturer (OEM) Consultancy services, including Project Management and Documentation, Equipment delivery, power-up and integration, training sessions, Workload Migration, Legacy Equipment Retirement, Onsite Residency, Hardware maintenance and support.
(2.1) Pre-Qualification Information
To qualify for consideration, interested companies must respond to this invitation with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification:
(a) Respondent’s confirmation of interest to participate in the pre-qualification exercise for the Project Implementation, Maintenance and Support Services for Datacentre Upgrade.
(b) Certificate of Incorporation and CAC documents (forms CAC2 and CAC7).
(c) Health Safety & Environment Policy and Quality Policy.
(d) Current/Valid relevant certificates to operate and to do business in the Nigerian oil and gas industry as issued by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (‘NMDPRA’) like the Midstream and Downstream Oil and Gas Industry Service Permit (‘MDOGISP’).
(e) Company profile, organisation, size, and structure, including any parent, technical partnership, alliance, or joint venture of companies to whom they belong, together with CV of the vendor’s management team.
(f) A detailed list of relevant experience with evidence to demonstrate capability and experience in undertaking performance of similar works (for example, experience on Converged infrastructure, datacentre design, VCE, EMC, Dell and Cisco Unified Computing System. Kindly indicate names and contact of clients, location, and cost or volume of services provided with evidence.
(g) Three (3) years accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. Most recent accounts should not have an end of year date more than 18 months before the time of EOI.
(h) Tax clearance certificates for the last three (3) years.
(i) Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 (See Section 3: COMPLIANCE WITH NIGERIAN CONTENT (NOGICD ACT 2010)
Only companies considered to meet NLNG’s prequalification requirements shall receive further correspondence from the Company, including receipt of invitations to tender for the Datacentre Upgrade Project Implementation, Maintenance and Support Services.
(3) COMPLIANCE WITH NIGERIAN CONTENT (NOGICD ACT 2010)
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports, and details expected Nigerian Content deliverables within contracts and projects in the Nigerian Oil and Gas industry.
NLNG is committed to the NOGICD Act 2010 Nigerian Content Development.
Interested companies shall comply with the provisions the Nigerian Content Act that relate to the scope mentioned above and in particular, comply with minimum Nigerian Content targets for the scope, which are covered in the Schedule of the Act.
Failure to comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development shall result in disqualification from this process.
(3.1) General Nigerian Content Requirements
Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act, 2010:
(a) Develop a Nigerian Content Execution Plan (NCEP), which shall explain the methodology of how contractor intends to comply with the requirements of The Act. How it intends to give first consideration to services provided from within Nigeria. How bidder would maximize the utilization of Nigerian resources (labour, materials, and services) in the execution of this contract. Maximizing Nigerian Content is a key Project priority.
(b) Demonstrate that entity is a Nigerian indigenous company having more than 51% Nigerian equity shareholding in the registered entity. Tenderer shall submit certified true copies of CAC forms 10, 02 & 07.
(c) Tenderer should submit corporate organizational and project/contract specific organogram, listing names and nationalities of all personnel but not limited to coordinator, Supervisor, Project Manager etc. that will be involved in the execution of the work scope.
(d) Provide detailed description of the location of in-country committed facilities & infrastructure in Nigeria to support this contract.
(e) In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing project-specific training, utilizing OGTAN registered trainer(s) or other NCDMB approved institution(s).
(f) Tenderer shall provide evidence of registration on the NCDMB NOGIC JQS.
(g) Tenderer shall provide a valid and relevant NCEC for Procurement and Supplies (PS) category.
(h) Tenderer shall provide a plan to ensure the utilisation of Nigerian Banks, Legal and Insurance companies.
(4) SUBMISSION OF RESPONSES
Submissions in response to the above shall be completed strictly in accordance with the instructions given in this publication, segregated, and arranged in the order indicated.
Failure to submit any of the documents requested herein may result in the disqualification of the company.
The expression of interest documents/requirements should be submitted in electronic copy in PDF format by e-mail to Datacenter.Upgrade@nlng.com with “CONFIDENTIAL – Expression of Interest: Contract for Project Implementation, Maintenance and Support Services for Datacentre Upgrade Project” in the subject line. Hard copies shall not be accepted.
The submission must be received by NLNG on or before 1600hrs (GMT+1) Friday, 17 November, 2023.

(a) This is not an invitation to tender. A full tendering procedure will be provided to applicants who are successful at this expression of interest, in accordance with NLNG’s pre-qualification procedures.
(b) Notwithstanding the submissions of the documents for the expression of interest, NLNG is neither committed nor obliged to include any company and/or associated companies, agents or sub-contractors on any bid list or award any form of contract to any company and/or associated companies, agents, or sub-contractors.
(c) Please be aware that this invitation to express interest does not guarantee that you will be requested to submit an offer to Nigeria LNG Limited; it does not constitute any form of agreement or contract between our companies.
(d) Nigeria LNG Limited shall not be responsible for any cost incurred in responding to this invitation.
(e) This advertisement of Expression of Interest shall not be construed as a commitment by NLNG, nor shall it entitle respondents to claim any indemnity from NLNG, Technical Advisers and/or any of its shareholders by virtue of having responded to this advertisement.
(f) This is a simple invitation for you to express your interest in the indicated work scope and does not warrant any further feedback from NLNG hereafter. If you do not hear from NLNG within 3months of submission of this publication, it should be taken that your application was not successful.
