NIGERIA LNG LIMITED (NLNG)
INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR: CALL-OFF CONTRACT FOR PROVISION OF SECURITY AND OTHER RELATED SERVICES IN BONNY ISLAND, PORT HARCOURT/GAS TRANSMISSION STATIONS, LAGOS AND ABUJA
(1) INTRODUCTION
Nigeria LNG limited (NLNG) plant complex located on Bonny Island, Rivers State, Nigeria, consists of six natural gas liquefaction trains with o total capacity of 22 million tonnes of Natural Gas Liquids (LNG) and five (5) million tonnes of Natural Gas liquids (NGL) per annum. To ensure full utilisation and continuous operation of the plant complex, the Gas transmission System (GTS) comprising GTS 1-5 pipelines are fully dedicated to providing feed gas to the plant.
The NLNG owns and operates the GTS-1 pipeline which is approximately 201 kilometres long. The pipeline transports gas from the gas supplier’s sites in Obite, Obafu and Soku to Bonny, where the LNG plant is located. It comprises five pipelines with node junctions at Ubeto and Rumuji.
NLNG has its Corporate Head Office (CHO) in Port Harcourt, with a CHO annex office in Abuja and a transit office in Lagos.
NLNC hereby invites interested companies with the requisite experience in the three packages detailed below to express their interest in participating in the bidding process.
(2) SCOPE OF WORK
The scope of this Expression of Interest (EOI) involves a Call-off Contract to continually provide security services safely, efficiently, and effectively while maintaining the best possible relationship with stakeholders without sacrificing safely in ways consistent with NLNG’s Statement of Business Principles.
In achieving these objectives, the Company wishes to appoint the Contractor(s) to provide security services for its operations in Bonny (including Water Wells, Industrial and Residential Areas); Lagos Transit Office (LTO), Corporate Head Office (CHO/GTS) in Port Harcourt and Abuja Head Office Annex.
The Services shall include but not be limited to the following:

(2.1) PRE-QUALIFICATION INFORMATION
To qualify for consideration, interested companies are required to respond to this invitation with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification.
(a) Respondent’s confirmation of interest to participate in the pre-qualification exercise for the provision of security services in all the locations
(b) Certificate of Incorporation and CAC documents (forms C02 and C07) and Ministry of Internal Affairs Licence to operate security services and/or Nigeria Security & Civil Defence Corps security services operating permit
(c) Health Safety & Environment Policy and Quality Policy
(d) Current/Valid relevant certificates to operate and to do business in the Nigerian oil and gas industry as issued by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and/or the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA)
(e) Company profile, organisation, size and structure, including any parent, technical partnership, alliance or joint venture of companies to whom they belong, together with the CV of the vendor’s management team
(f) A detailed list of relevant experience with evidence to demonstrate capability and experience in undertaking security services covering the aforementioned services and related activities within the last five (5) years with other evidence, e.g. contracts, award letters, purchase orders, work completion certificates, etc. Indicate clients’ names and contacts, location, and cost or volume of services provided with evidence
(g) Three (3) years accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. Most recent accounts should not have an end-of-year date more than 18 months before the publication time of this EOI
(h) Tax clearance certificates for the last three (3) years
(i) Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 (See Section 5: COMPLIANCE WITH NIGERIAN CONTENT (NOGICD ACT 2010).
Companies considered to meet Nigeria LNG Limited’s prequalification requirements shall receive further correspondence from the Company, including receipt of invitations to tender for the provision of security services.
(3) COMPLIANCE WITH NIGERIAN CONTENT (NOGICD ACT 2010)
The Nigerian Oil and Gas Industry Content Development (NOGICD) Ad 2010 supports and details expected Nigerian Content deliverables within contracts and projects in the Nigerian Oil and Gas industry.
NLNG is committed to the NOGICD Act 2010 and Nigerian Content Development.
Interested companies shall comply with the provisions of the Nigerian Content Act related to the scope mentioned above for Packages A, B & C and, in particular, comply with the minimum Nigerian Content targets for the scope, which are covered in the Schedule of the Act.
Failure to comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development shall result in disqualification from this process.
(3.1) General Nigerian Content Requirements For Packages A, B, C and D
Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act, 2010 for each package:
(a) Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or its equivalent), including company Memorandum and Article of Association. All companies shall be Nigerian Indigenous Service Companies with 100% and above Nigerian equity in the shareholding and ownership structure of the tenderer’s legally registered entity in Nigeria by CAMA (Companies and Allied Matters Act)
(b) Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS)
(c) Evidence of valid and appropriate Nigerian Content Equipment Certificate (NCEC) for this scope of service.
(d) The processes and procedures that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set targets) in the schedule of the NOGICD Act and any targets set by the Board
(e) Details of the company’s corporate organisation and overall Human Resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of the type of employment in country and identifying the positions manned/occupied by other nationals
(f) Proposed organogram for this work scope, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel), including a succession plan in this work scope
(g) A detailed description of facilities and infrastructure (assets, equipment, office, operations vehicles, uniforms and security equipment etc.) in Nigeria to support this contract. Evidence that all equipment deployed to work are owned by the local subsidiaries
(h) Demonstrate willingness to carry out Human Capital Development (HCD) in compliance with the Human Capacity Development guidelines of NCDMB.
(4) SUBMISSION OF RESPONSES
Submissions in response to the above packages shall be completed strictly in accordance with the instructions given in this publication, segregated, and arranged in the order indicated.
Failure to submit any of the documents requested herein may result in the disqualification of the company.
The expression of interest documents/requirements for the services should be submitted in electronic copy in PDF format by e-mail to Bizloc.Securityservices@nlng.com with “CONFIDENTIAL – Expression of interest – Call-off Contract for Provision of Security Services (stating the PACKAGE(s) of interest) in the subject line. Hard copies shall not be accepted.
The submission must be received by NLNG on or before 1600hrs (GMT+1) Thursday, 26 October, 2023.

(a) This.is not an invitation to tender. Full tendering procedure will be provided to applicants who are successful at this expression of interest in accordance with NLNG’s prequalification procedures.
(b) Notwithstanding the submissions of the documents for the expression of interest, NLNG is neither committed nor obliged to include any company and/or associated companies, agents or sub-contractors on any bid list or award any form of contract to any company and/or associated companies, agents or sub-contractors.
(c) Please be aware that this invitation to express interest does not guarantee that you will be requested to submit an offer to Nigeria LNG Limited; it does not constitute any form of agreement or contract between our companies.
(d) Nigeria LNG Limited shall not be responsible for any cost incurred in responding to this invitation
(e) This advertisement of Expression of Interest shall not be construed as a commitment by NLNG, nor shall it entitle respondents to claim any indemnity from NLNG, Technical Advisers and/or any of its shareholders by virtue of having responded to this advertisement.
(f) This is a simple invitation for you to express your interest in the indicated work scope and does not warrant any further feedback from NLNG hereafter. If you do not hear from NLNG within 3 months of submission of this publication, it should be taken that your application was not successful.
