NIGERIA LNG LIMITED (NLNG)
INVITATION FOR EXPRESSION OF INTEREST (EOI) AND PRE-QUALIFICATION FOR CLUB SUPPORT SERVICES FOR NLNG RESIDENTIAL AREA (SOCIAL EVENTS AND SPORTS ACTIVITIES)

INTRODUCTION
Nigeria LNG Limited (NLNG) intends to provide Club Services (Social Events and Sports Activities) in its Residential Area on Bonny Island for staff and families on the Island to enjoy recreational activities.
NLNG hereby invites interested parties to express their interest to participate in the tendering for these services.

SCOPE OF WORKS
1. PACKAGE I – CORPORATE SOCIAL EVENTS
• General NLNG Bonny Residential Area (RA) Club administration.
• Provision and management of Events setup assistants, librarians, sound technicians, event supervisors etc. to ensure the organization and management of social events and other company rest and recreational activities.
• Organization of routine social activities in the RA
• Organization of special events e.g. Children spelling Bee (Junior & Championship), STEM & Holiday camps, Nigeria Independence Anniversary Celebration (NIAC) Events, End of year Events, stage plays, Art Exhibition, Movie Premiere, RA Ladies Events etc.
• Execution and management of the Bonny component of company events.

2. PACKAGE II – SPORTS ACTIVITIES
• General RA Club sporting activities administration.
• Provision and management of sport coaches and Lifeguards to ensure the organization, training, supervision and safeguarding of sport and leisure activities.
• Organization of routine sports events
• Organization and management of special sports, team building competitions (TBC) etc
• Provision of ad-hoc sport coaches as may be required.

PRE-QUALIFICATION INFORMATION
Only companies considered to meet NLNG’s pre-qualification requirements shall receive further correspondence from the company, including receipt of invitations to tender for the Club support services for the NLNG residential Area (Corporate Social Events and sports activities)
To qualify for consideration, interested companies are required to respond to this invitation with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification.
a. Respondent’s confirmation of interest to participate in the pre-qualification exercise for the Provision of club support services for the NLNG Residential Area (Corporate Social Events and Sports Activities)
b. Certificate of incorporation and CAC documents forms CO2 and CO7.
c. Current/Valid NMDPRA certificates to do business in the Nigerian Oil and gas Industry.
d. Vendor’s Health Safety & Environmental Policy
e. Vendor’s Quality Management Policy
f. Company Profile, CV of five(5) key management team, organization, size, and structure, including any parent, technical partnership, alliance, or Joint venture of companies to whom they belong, together with.
g. Detailed list of relevant experience with evidence to demonstrate capability and experience in:
• The Management of headline/big events (provide evidence of event size handles, number of events performance by A-List entertainers.
• The Management of major sporting events (provide evidence of event size handled, number of events, dimensions, no of sports per events etc)
• Equipment, hardware & accessories (provide evidence of equipment deployed for organized events).
h. Financial audited accounts for the last three (3) years and evidence of capacity to fund the contract if successful.
i. Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010s (sees Nigerian Content Compliance section below).

COMPLIANCE WITH NIGERIAN CONTENT (NOGICD ACT 2010)
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports and details expected Nigerian Content Deliverables within contracts and projects in the Nigerian oil and Gas Industry.
NLNG is committed to the (NOGICD ACT) and to Nigerian Content Development.
Interested companies must comply with all the provisions of the Nigerian Contents Act that relate to the scope mentioned above of works and services and comply with the minimum Nigerian Content targets for the scope, which are covered in the schedule of the Act.
Failure to comply with the NOGICD Act or demonstrate commitment to Nigerian Content development shall results in disqualification from this process.

GENERAL NIGERIAN CONTENT REQUIREMENTS
Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act, 2010:
a. Documentation to demonstrate that the entity is a Nigerian registered company. Submission of certified true copies of CAC forms 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5 etc) including company memorandum and Articles of association. All companies shall be legally registered Nigerian indigenous service companies having 51% and above Nigerian equity in shareholding and ownership structure of tenderer’s legally registered entity in Nigerian by CAMA (Companies and Allied Matters Act).
b. Evidence of registration on the Nigerian content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS)
c. A detailed description of the location of in-country committed facilities & infrastructure (assets, technical office, administrative space, laboratory etc) in Nigeria to support this contract or submit a credible and verifiable plan towards setting up such facilities.
d. Explain the intended methodology for compliance with the requirements of the NOGICD Act 2010 and how it intends to give first consideration to services provided form within Nigeria, first consideration to goods manufactured in Nigeria and first considerations for employment and training of Nigerians in the work programme.
e. Evidence that the company is a Nigerian-registered company with 51% equity shareholding & ownership.
f. Submit corporate organizational structure with the percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.
g. Bidders shall provide valid category 1,2,3,4 or 5 for consultancy services (CS) Group NCEC, demonstrating capability and capacity relevant to execute this work-scope.
h. In line with the Nigerian Content Development Human Capacity Development (HCD) initiative, commit to providing project-specific training, utilizing OGTAN registered trainer(s) or other NCDMB approved institution(s).

SUBMISSION OF RESPONSES
Submission in response to the above requirements shall strictly be in accordance with the instructions given in this publication, segregated and arranged in the order indicated.
The expression of interest documents/requirements should be submitted in electronic copy in PDF format by email to EOI.RACLUB@nlng.com with “CONFIDENTIAL – Expression of Interest –“Club support services for the NLNG Residential Area (Corporate Social Events and Sports Activities” in the subject line.

The submission must be received by NLNG on or before 1600hrs (GMT + 1) Monday, 16th October, 2023.

PLEASE NOTE
a. This is not an invitation to tender. The full tendering procedure will be provided to applicants that are successful at this EOI stage, in accordance with NLNG’s pre-qualification requirements.
b. Notwithstanding the submission of the documents for the expression of interest, NLNG is neither committed nor obliged to include any company and/or their associated companies, agents or sub-contractors on any bid list or to award any form of contract to any company and/or its associated companies, agents or sub-contractors.
c. Please be aware that this invitation to express interest does not guarantee that any company will be requested to submit an offer to NLNG; it does not constitute any form of agreements or contract between NLNG and any company.
d. NLNG shall not be responsible for any cost incurred in responding to this invitation.
e. This advertisement for EOI shall not be construed as a commitment by NLNG, nor shall it entitle respondents to claim any indemnity from NLNG and/or any of its shareholders by virtue of having responded to this advertisement.
f. This is a simple invitation for interested companies to express their interest in the indicated work scopes and does not warrant any further feedback from NLNG hereafter. If you do not hear from NLNG within three (3) months of submission of a response to this publication, please assume that your application was not successful.
