INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR:
PACKAGE A: Provision of Production Operations Specialist Services for NLNG Plant Operations
PACKAGE B: Provision of Operations Support Services for NLNG Plant Operations
(1) INTRODUCTION
Nigeria LNG Limited (NLNG) production plant located on Bonny Island, Rivers State, Nigeria, consists of six (6) natural gas liquefaction trains with a total capacity of twenty-two (22) million tonnes of Liquefied Natural Gas (LNG) and five (5) million tonnes of Natural Gas Liquids (NGL) per annum. The production plant is operated by a dedicated team of operators, specialists and service providers who ensure continuous production round the clock.
NLNG hereby invites interested companies with the requisite experience in the two packages detailed below to express their interest in participating in the tendering for this service.
(2) SCOPE OF WORK
(2a) PACKAGE A: Provision of Production Operations Specialist Services for NLNG Plant Operations
The NLNG Production plant utilises the services of highly competent and experienced companies to ensure safe and efficient continuous plant operations through the provision of specialist services covering the following key operations specialities:
(i) Job Instruction: Required to undertake job instruction and competency development for new Operations personnel in line with NLNG Operations Assessment and Progression scheme, and provide refresher training for experienced and senior operations personnel. Job Instructors must possess vast plant knowledge and operations competencies, with verifiable wealth of experience in LNG Field and console operations
(ii) Alarm management: Required for the development and maintenance of the Master Alarm Database and provide support to plant operations teams for effective alarm management.
(iii) Integrated safe systems of work: Required to provide compliance surveillance for work performing teams during routine maintenance/ project execution and Plant Turnaround execution
(iv) Operator Simulation training: Required to train the Distributed Control system (DCS) console operators on the simulation console on emergency response, abnormal situation management, safe production, and error free operation
(v) Project/Operations Readiness Support: Required to provide operational support for existing asset rejuvenation programs and new project construction work fronts for efficient and safe execution. Following Constructions, undertake asset Operational readiness and commission and start-up
(vi) Operations front-end Planning for all plant turnaround: Required for Permit to Work preparations, Operations Out/in Plan, and Commissioning and Start-up activities; field supervision for safe execution of shutdowns and start-ups/commissioning of the LNG trains and Gas-turbine Generator; and operational oversight on for fabric rejuvenation and brownfield tie-in activities.
(2b) PACKAGE B: Provision of Operations Support Services for NLNG Plant Operations
To ensure smooth operation of the NLNG production plant, competent companies are utilised to provide essential ancillary and support services. The services covered under this package include the following:
(i) Ancillary Services A:
· Operational administration of Heavy Goods Vehicles (HGVs), including vacuum trucks, skip trucks, forklifts, and JCB loaders to support daily plant operations
· Handling of all chemical and allied product requirements in the plant
· Prompt evacuation of unrequired materials for sustaining a dean and healthy plant site.
Operation Services B:
· Operation of Domestic and Medical Waste Incinerators and thermal on a 24-hour, 7-day shift system
· Operation of base Effluent Treatment Plant, two (2) new streams of Effluent Treatment Plant
· Three (3) Wastewater Treatment Units, including the Slop Oil system and AOC/COC systems
· Train 7 Wastewater and Oil treatment plants (all on a 24-hour, 7-day shift system)
· Operation of FLIR Camera and VPAC tool for proactive Leak detection in the plant
· Operation of Bulk Fuel Dump (U7000).
(3) PRE-QUALIFICATION
To qualify for consideration, interested companies are required to respond to this invitation by submitting the following information/documents. Failure to submit any of the under-listed documents may lead to disqualification.

(4) Compliance with Nigerian Content (NOGICD ACT 2010)
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports and details expected Nigerian Content deliverables within contracts and projects in the Nigerian Oil and Gas industry.
NLNG is committed to the NOGICD Act 2010 and Nigerian Content Development.
Interested companies shall comply with the provisions of the Nigerian Content Act that relate to the scope mentioned above for both Packages A & B and, in particular, comply with the minimum Nigerian Content targets for the scope, which are covered in the Schedule of the Act.
Failure to comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development shall result in disqualification from this process.
(4.1) General Nigerian Content Requirements for Packages A and B
Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act, 2010 for each package:
(a) Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or its equivalent), including company Memorandum and Article of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure of tenderer’s legally registered entity in Nigeria by CAMA (Companies and Allied Matters Act)
(b) Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS).
(c) Evidence of valid and appropriate Nigerian Content Equipment Certificate (NCEC) for this scope of service.
Package A – Consultancy Services (CS) Category for Manpower Supply
Package B – Consultancy Services (CS) Category for Manpower Supply
(d) The processes and procedures that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act and any targets set by the Board
(e) Details of the company’s corporate organisation overall Human Resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of the type of employment in-country and identifying the positions manned/occupied by other nationals
(f) Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel), including a succession plan in this work scope
(g) A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract; evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries
(h) Demonstrate willingness to carry out Human Capital Development (HCD) in compliance with the Human Capacity Development guidelines of NCDMB.
(5) SUBMISSIONS OF RESPONSES
Submissions in response to the above requirements shall be completed strictly in accordance with the instructions given in this publication, segregated, and arranged in the order indicated.
Failure to submit any of the documents requested herein may result in the disqualification of the company.
The expression of interest documents/requirements should be submitted in electronic copy in PDF format by e-mail to the address indicated in the table below. Hardcopies shall not be accepted.

(c) Please be aware that this invitation to express interest does not guarantee that any company will be requested to submit an offer to NLNG; it does not constitute any form of agreement or contract between NLNG and any Company.
(d) NLNG shall not be responsible for any cost incurred in responding to this invitation.
(e) This advertisement for EOI shall not be construed as a commitment by NLNG, nor shall it entitle respondents to claim any indemnity from NLNG and/or any of its shareholders by virtue of having responded to this advertisement.
(f) This is a simple invitation for interested companies to express their interest in the indicated work scopes and does not warrant any further feedback from NLNG hereafter.
