NIGERIA ATOMIC ENERGY COMMISSION

INVITATION FOR TENDER
(1.0) INTRODUCTION
(1.1) The Nigeria Atomic Energy Commission is a national focal agency that was created by Act 46 of 1976 (as amended by Cap N91 LFN, 2004). The Commission is with the core mandate but not limited to formulate and implement the nation’s atomic energy programme for the socioeconomic development of the country, to develop technical framework to harness and apply nuclear energy for peaceful uses.
(1.2) The Nigeria Atomic Energy Commission has appropriated funds in the 2023 budget for the execution of some projects.
(1.3) The Commission is inviting experienced and competent contractors to submit bids for some projects as listed below.
(2.0) SCOPES
| Lot 1 | Workshop on Development of Environmental Safety Assessment & Regulatory Documents for selected Nuclear Sites. |
| Lot 2 | National Workshop on technology assessment, infrastructure development and deployment of Small Modular Reactor in Nigeria. |
| Lot 3 | Workshop on Threat Assessment and Risk Informed Approach on Facilities Hosting Nuclear and/or Radioactive Materials in Nigeria. |
| Lot 4 | Training Workshop on Nuclear and Radiological leadership for safety and nuclear security. |
| Lot 5 | Educational outreach programmes in North-Central to secondary schools for educational curriculum development for career in Nuclear Science & Engineering. |
| Lot 6 | Educational outreach programmes to Tertiary Institutions for career in Nuclear Science & Engineering in North-West |
| Lot 7 | Advocacy and Enlightenment on National Nuclear Energy program implementation and evaluation with stakeholders in North-Central. |
| Lot 8 | National Workshop on stakeholder participation in the designing and utilization needs of the Multipurpose Research Reactor. |
| Lot 9 | National Workshop on Local Content Development and participation of Nigeria Industries in the designing of the Multipurpose Research Reactor and siting in Southern region. |
| Lot 10 | Workshop to assess and evaluate the level of implementation of Integrated Nuclear Infrastructure requirements for Nuclear Power Plant Development in Nigeria. |
| Lot 11 | Technical meeting with stakeholders to assess resource capacities of some selected research institutions across Nigeria for implementation of National Nuclear Energy Program. |
| Lot 12 | Supply and installation of industrial equipment and power to facilities at Nuclear Technology Centre, Sheda:
(a) Industrial vertical multistage pumps and accessories for Gamma Irradiation Facility. (b) Industrial Reverse Osmosis membranes for Gamma Irradiation Facility. (c) Electricity from National Grid to Gamma Facility and Multipurpose laboratory for Gamma Irradiation Facility. |
(3.0) ELIGIBILITY REQUIREMENTS
(a) Evidence of Business Name or Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7, (or CAC 1.1);
(b) Evidence of Firm’s Tax Clearance Certificate (or Personal Income Taxes of the Partners where applicable) for the last three (3) years valid till 31st December, 2023;
(c) Evidence of current Pension Compliance Certificate valid till 31st December, 2023;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023;
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2023;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2023 or valid Certificate issued by BPP;
(g) Evidence of Firm’s registration with relevant professional regulatory body e.g., NAICOM/Insurance, EHORECON/Cleaning Service, NITDA/CPN/ Information Technology, ICAN/ANAN/Financial Reporting Service, COREN/QSRBN/ARCON/CORBON/SURCON/Construction, NEMSA/Electrical, NSCDC/Security, ESVARBON/Estate Surveying, CMD/Training, etc.;
(h) Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Nigeria Atomic Energy Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that the Company does not have any director who has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject form of winding up petition or proceedings;
(i) Company’s Audited Accounts for the last three (3) years – 2020, 2021, 2022;
(j) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(k) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (e.g., COREN, QSRBN, ARCON, CORBON, ICAN, ANAN, etc.);
(l) Verifiable documentary evidence of at three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(m) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
(4.0) COLLECTION OF TENDER DOCUMENTS
Tender documents can be collected after payment of non-refundable fee of Ten Thousand Naira (N10,000.00) only via REMITA payment platform then present a photocopy of the payment print out and collect the tender document from Procurement Department, Room PR001, First floor, Nigeria Atomic Energy Commission, 9, Kwame Nkrumah Crescent, Asokoro, Abuja, within office hours, from 11 October, 2023 to 31 October, 2023.
(5.0) SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for the services, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to “The Chairman/CEO, Nigeria Atomic Energy Commission, 9, Kwame Nkrumah Crescent, Asokoro, Abuja” and clearly marked with the name of the project Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at Procurement Department, Room PR001, Nigeria Atomic Energy Commission, 9, Kwame Nkrumah Crescent, Asokoro, Abuja, not later than 12noon, 31 October, 2023.
(6.0) OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission, 12noon, 31 October, 2023, in the Conference Room, first floor, Nigeria Atomic Energy Commission, 9, Kwame Nkrumah Crescent, Asokoro, Abuja in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register in the office of the head of procurement, Room PR001, first floor, 9, Kwame Nkrumah Crescent, Asokoro, Abuja, as the Nigeria Atomic Energy Commission will not be held liable for misplaced or wrongly submitted bids. (7.0) GENERAL INFORMATION
· Bidding documents must be in English Language and signed by an official authorised by the bidder;
· Bidding documents submitted after the deadline for submission would be returned unopened;
· All costs will be borne by the bidders;
