1.        The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Sustainable Procurement, Environmental and Social Standards Enhancement (SPESSE) Project, and intends to apply part of the proceeds toward payments under the contract for Certification Platform Design, Development, Deployment and Operation for Environment and Social Standard Nodes of SPESSE Project.

2.        The National Universities Commission now invites sealed Proposals from eligible Proposers for Certification Platform Design, Development, Deployment and Operation for Environment and Social Standards Nodes of SPESSE Project.  The completion period will be 120 days. The warranty and after-sales service conditions are as detailed in the terms of reference included in the Request for Proposal. The locations for the deployment are both in Abuja, Nigeria.

3.        The procurement process will be conducted through open procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”  November 2020 (“Procurement Regulations”, and is open to all eligible Proposers as defined in the Procurement Regulations.

4.        Interested eligible Proposers may obtain further information from the National Universities Commission, Attn. SPESSE Project Coordinator, spesse@nuc.edu.ng and inspect the request for proposals document during office hours, 0800 to 1600 hours at the address given below. The RFP will also be accessible freely online.

5.        The request for proposals document in English language may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a non-refundable fee of Twenty thousand naira (NGN20,000.00) or in a convertible currency. The method of payment will be via Remita by generating a Remita Retrieval Reference (RRR) in favour of Sustainable Procurement, Environmental and Social Standards Enhancement (SPESSE) Project, National Universities Commission- Project Implementation Unit. Once payment is made, bidders may contact the Project Secretariat at (spesse@nuc.edu.ng) to obtain the electronic copy of the request for proposal document on presentation of evidence of payment. Kindly follow these steps: (i) Enter Remita platform (ii) Select ‘Bills and Purchases’ (iii) ‘Pay Biller’, (iv) Under ‘Who do you want to pay’, Select Sustainable Procurement, Environmental and Social Standards Enhancement Project(v) Under Name of Services/Purpose, select ‘NUC Sustainable Procurement Env Soc Secretariat’ (vi) Complete the form and submit.

Note: Evidence of payment in accordance with paragraph 5 above must accompany all Proposal submissions.

6.        Proposals must be delivered to the address below on or before 12:00 p.m. on 2nd November 2023. Electronic submission will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes should be marked “ORIGINAL PROPOSAL”, and the two inner envelopes marked “TECHNICAL PART” and “FINANCIAL PART” respectively.  The technical proposal will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below at 12:00pm on 2nd November 2023. A video conference link will also be provided to proposers who wish to attend virtually. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

7.        All Proposals must be accompanied by a “Proposal Security” of Eight million Naira (NGN8,000,000.00).

8.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
