REQUEST FOR EXPRESSIONS OF INTEREST

NIGERIA

ENHANCING VOCATIONAL TRAINING DELIVERY FOR THE POWER SECTOR IN NIGERIA

“CONSTRUCTION SUPERVISION AND PROJECT MANAGEMENT INCLUDING DEFECT LIABILITY PERIOD”

The National Power Training Institute of Nigeria – NAPTIN, through the Federal Government of Nigeria has received a grant from the European Union (EU) as a blend to the French Development Agency (AFD) financed project on enhancing vocational training delivery for the power sector in Nigeria and intends to use the funds thereof for payments of consultancy Services.

The Project consists of the Construction of a Training Building with 5 workshops fitting out with training equipment and refurbishment of the accommodation Hostel at Akangba, Lagos and the refurbishment of the existing Training Centre at Ijora, Lagos.

The National Power Training Institute of Nigeria (NAPTIN) will provide capacity development of core Electrical skills and Renewable Energy for the Power Sector in Nigeria.

The Consultant shall provide technical assistance for engineering supervision, site management and construction supervision including overall project management to NAPTIN (“The Client”) to ensure timely implementation of the project.

Consultant will provide full support in contract administration, construction supervision and all organisational, technical and financial questions that may occur during the execution of the project.

From the beginning of the construction supervision and until the end of the construction phase and project closure, the Consultant will take over the contractual function and responsibility for management of the contracts awarded under this project and will arrange his expert teams in accordance with the specific needs of the project.

The Consultant will appoint highly qualified International and local experts in order to deliver the expected results. The Consultant’s team of international and local experts will offer specialised structural design knowledge, professional supervision of construction projects and a wide range of audit, inspection, advisory and testing services in the field of electrical, civil and structural engineering.

NAPTIN hereby invites consultants to express their interest in delivering the Services described above.

Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD’s website www.afd.fr.

Interested consultants must provide information evidencing that they are qualified and experienced to perform the Services. For that purpose, documented evidence of recent and similar services shall be submitted.

If the consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a Letter of Intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement.

–         The technical areas and expertise

·        Building Design specialisation

·        Quality Control

·        Civil Engineering

·        Electrical Engineering

·        Mechanical Engineering

·        Health & Safety Management

·        Environmental Management

·        Knowledge and Management of Government of Nigeria’s Regulations

The location of the project for this Expression of Interest is in Nigeria; more precisely in Lagos State (Akangba, Surulere and Ijora).

The Client will also take into account for the evaluation of the applications the following items:

–         Skills and availability of in-house technical back-up experts provided to the on-site experts,

–         Certifications of the Consultant (quality, environmental, social)

Among the submitted applications, NAPTIN will shortlist a maximum of 6 consultants, to whom the Request for Proposals to carry out the Services shall be sent.

Expressions of Interest must be submitted as paper-based physical submissions to the address below no later than 20/03/2023 at 12:00pm WAT. Submissions must include a signed Statement of Integrity, Eligibility and Environmental and Social Responsibility as per Appendix.
