The National Malaria Elimination Programme under the Department of Public Health, Federal Ministry of Health has received financing from the World Bank towards the cost of the Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the National Malaria Elimination Programme (NMEP) to engage a consulting firm for the assessment of public secondary health facilities for service availability and readiness which is part of efforts to achieve the goals of Basic Health Care Provision Programme, the Nigeria Health Sector Renewal Investment Initiative and the SDGs. The need to scale up RMNCHA+N interventions in Nigeria have necessitated strong country monitoring and evaluation of health services especially at the public secondary health care level and its readiness to deliver key interventions.
The IMPACT Project, implemented by the National Malaria Elimination Programme and the National Primary Health Care Development Agency, supports implementing Nigeria’s government’s Basic Health Care Provision Programme (BHCPP). Part of the support is conducting a nationwide service availability and readiness assessment in public secondary healthcare facilities. The National Malaria Elimination Programme is therefore seeking the services of firm to lead in the conduct of a nationwide Service Availability and Readiness Assessment (SARA) in Secondary Healthcare facilities in Nigeria. The expected start date for the assignment is 1st May, 2024.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below or through NMEP website: www.nmcp.gov.ng . The consulting services will be delivered in the public secondary health facilities in the 36 States plus Federal Capital Territory (FCT).
The National Malaria Elimination Programme (NMEP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services in either the Northern or Southern part of Nigeria. Interested Consultants should provide information and documentary evidence demonstrating that they have the required qualifications and relevant experience to perform the Services. Kindly note that interested Consultants can only express interest in one region (North or South). Multiple Interests will be disqualified.
The shortlisting criteria are:
(i) Qualification and experience of the firm – core business and number of years in business.
(ii) Relevant experience, performance and satisfactory credentials and competence to carry out assignment – technical and managerial capacity of firm.
(iii) Firm must demonstrate a sufficient annual turn-over and financial capability to carry out the assignment
(iv) Consultant shall be from conflicts of interest that give rise to a competitive advantage
(v) Consultant must possess evidence of statutory registration within the country.
Key Experts will not be evaluated at this shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14 and 3.15 of the World Bank Procurement Regulation for IPF Borrowers, fifth edition, September 2023, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications, but should indicate clearly the form of association. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
