The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the National Cash Transfer Office under the Federal Ministry of Humanitarian Affairs & Poverty Alleviation and implementing agency of the Client and intends to apply part of the proceeds toward payments under the contract for Upgrade of MIS for NASSP-SU.

The consulting services (“the Upgrade of MIS for NASSP-SU) include to carry out the development, implementation, deployment, and maintenance of a user-friendly, interactive, web-based MIS System to support the activities of NASSP-SU of the Federal Republic of Nigeria for effective and efficient delivery of Programme benefits to the Poor and Vulnerable. For the estimated level of effort (professional staff-months) as contained in the TOR, for an implementation period of 120 days plus warranty and after-sales service; the expected start date of assignment, should be in the next three months from the advert date.

The National Cash Transfer Office under the Federal Ministry of Humanitarian Affairs & Poverty Alleviation and implementing agency of the Client now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services Interested Constants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services the shortlisting criteria are: required qualifications and experience of the firm; such as core business and years in business, relevant experience, technical and managerial capability of the firm in MIS

Submission of Expressions of Interest (EOIs):

Prospective Vendors should submit Expression of Interest detailing the following information as basis for pre-qualification:

The firm to be selected shall have a broad background in MIS.

·        Profile of firm/consortium including ownership structure and role of each corporate entity with full contact details of each firm;

·        Technical compliance documents to include CAC registration, Tax Clearance, Audited Account, Annual Turnover, etc.

·        Other Selection Qualification criteria are contained in the TOR.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14,3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) Fifth Edition September 2023, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower as per paragraph 3.17 of the Procurement Regulations].

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-­consultancy and must be supported with evidence of partnership agreement and MoU. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and cost Based Selection (QCBS) Method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form and submitted in five (5) hard copies (one original and four copies plus one CD Rom), in a sealed envelope clearly marked “Expression of Interest for the Upgrade of MIS for NASSP-SU” to the address below in person or by courier mail not later than Friday, 17 November, 2023.
