(1) INTRODUCTION
The MOMAS TVET Centre for Electro-Technology whose head office is at Km 40 Lagos- Ibadan Expressway, Orimerunmu, Mowe, Ogun State has received a grant from the African Union Development Agency AUDA-NEPAD with financing from the German Government through KfW in the form of a financial contribution for the Procurement of Works for the Construction of MOMAS TVET Centre for Electro-Technology hereinafter called The project”. Part of the sums granted under this financing will be used to make the payments provided for under the contract for the works, which are the subject of this invitation to tender.
The MOMAS TVET Centre for Electro-Technology now invites sealed Bids from eligible Bidders for the construction of its Technical Vocational Education and Training (TVET) Centre.
(2) SCOPE OF WORK
The works consist of the construction of two buildings comprised of two floors each (Ground floors and Upper floors) with each floor consisting of 600 m2 area and totalling 2,400 m2 of floor area. The buildings will be constructed on a three (3) acre Greenfield site, located off Abeokuta/Sagamu Express Road, Idi Tank Village, Obafemi/Owode LGA, Ogun State. The works covered by the contract are fully defined in this Invitation for Bids and will be carried out at the above address.
(3) ELIGIBILITY REQUIREMENTS
Prospective bidders are required to submit the following documents or meet the criteria listed below.
Note: The list below is not exhaustive, the Invitation for Bid (IFB) pack should be referenced for all qualifications and bid documents required on the project.
(i) Bid bond, advance payment bond and performance bond on first demand from top-tier banks in Nigeria are required.
(ii) Must be able to provide evidence of financial capacity. A minimum annual construction turnover of EUR3,000,000 for the last five (5) years, calculated as an annual average of total certified annual payments received for contracts in progress and/or completed is required.
(iii) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as EUR390,000.00 for the subject contract(s) net of the Bidders other commitments.
(iv) A visit to the site will be organized on the 16/04/2024 at 10:00am at the address of the Grantee, MOMAS TVET Centre for Electro-Technology, Km 40, Lagos-Ibadan Expressway, Orimerunmu, Mowe, Ogun State. The site meeting will be followed by a preparatory pre-bid meeting, during which bidders may ask questions. Attendance to both the Site Visit and Pre-Bid meeting is obligatory and required in order to present a Bid.
(4) SUBMISSION OF TENDER DOCUMENTS
The Qualification Document and the actual Bid are to be submitted simultaneously in two separate envelopes (two-envelope procedure). The Bidder shall enclose the original and all copies of the Qualification Document in separate sealed envelopes, duly marking the envelopes as “Qualification – Original” and “Qualification – Copy.” The Bidder shall enclose the original and all copies of the Bid in separate sealed envelopes, duly marking the envelopes as “Bid – Original”, and “Bid – Copy.” These envelopes containing the original and the copies shall then be enclosed in one single envelope marked “Bid”. All bids should be submitted at the front desk where Bids shall be received in the tender box and a timed receipt of acceptance issued. Late submissions will be rejected and returned un-opened.
The Invitation for Bids will be conducted in accordance with National Competitive Bidding (NCB) procedures as specified in the SIFA Guidelines for the procurement of goods, works and related services.
(5) OPENING OF TENDER DOCUMENTS
Envelope 1 – Qualification documents will be opened in the presence of representatives of Bidders who wish to be present at the opening, on the 30 May, 2024 at 3:00pm at Km 40, Lagos-Ibadan Expressway, Orimerunmu, Mowe, Ogun State. ,
Bids must remain valid for a period of 120 days from the day following the deadline or receipt of bids.

(7) NOTES:
(i) Following the completion and submission of the registration from available from the Grantees website mentioned in point 6 above eligible bidders shall be directed to a link where they can download the tender documents, free of charge.
(ii) Bidders are advised to read this notice and the Invitation for Bids (IFB) pack carefully, as failure to follow instructions or to submit complete documents may lead to rejection or disqualification of the Bid.
(iii) All relevant information related to the tender process and projects are contained in the IFB pack.
