INVITATION TO TENDER FOR TERTIARY EDUCATION TRUST FUND (TETFUND) YEAR 2023 INTERVENTION PROJECTS
(1) INTRODUCTION
The Modibbo Adama University, Yola in compliance with the provisions of the Public Procurement Act (PPA), 2007, intends to implement procurement of goods and works under the Tertiary Education Trust Fund TETFUND year 2023 intervention projects, accordingly competent, experienced and reputable companies are invited to submit bids for execution of the projects:
(2) SCOPE OF WORK
A. Year 2023 Tetfund Intervention Projects

(3) ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) (2022, 2021and 2020) valid till 31st December, 2023;
( c) Evidence of Pension Clearance Certificate valid till 31st December 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
( e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2023;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2023 or valid certificate issued by BPP.
(g) Sworn Affidavit:
· Disclosing whether or not any officer of the relevant committees of Modibbo Adama University, Yola or BPP is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented are true and correct;
· No Director has been convicted in any Country for any criminal offence, fraud, financial impropriety criminal misinterpretation or falsification of facts relating to any matter;
· No existing loan, financial liability, other financial institution or third party as doubtful, non-performance or outstanding repayment is up to four (4) months and above;
(h) Company’s Audited Accounts for the last three (3) years – 2022, 2021 & 2020, duly acknowledged by the Federal Inland Revenue Service (FIRS);
(i) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit;
(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON (where applicable);
(k) Verifiable documentary evidence of at least three (3 )similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(l) Works: List of Plants/Equipment with proof of Ownership/Lease Agreement (where applicable)
(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(n) All documents for submission must be transmitted with a Forwarding letter under the Company’s Letterhead bearing Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number, e-mail address, Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by authorised officer.
( o) Verifiable evidence from Original Equipment Manufacturer OEM for procurement of specialised and laboratory equipment in the case of Lot 2 to Lot 4.

(4) COLLECTION OF TENDER DOCUMENTS
Bid documents are obtainable at Room B2 Old Admin Block upon presentation of evidence of payment of a non-refundable tender fee of N20, 000.00, paid into Modibbo Adama University, Yola’s Remitta account.
(5) SUBMISSION OF TENDER DOCUMENTS
Bidders are to submit two (2) separate hard copy bound documents in sealed envelopes clearly marked Technical Bid or Financial Bid. The two envelopes are to be placed in a bigger sealed envelope and addressed to the Vice-Chancellor, Modibbo Adama University, Yola and clearly marked with the name of the project and Lot number. The reverse of each envelope should bear the name and addressed and Lot number. The reverse of each envelope should bear the name and address of bidder and dropped in the designated Tender Box at the office of the Registrar not later than 11:00am, Tuesday 5 December, 2023.
(6) OPENING OF BIDS
Bids will be opened immediately after the deadline for submission at 11:01 am, Tuesday, 5 December, 2023 at Senate Chamber, Old Admin Block. Ensure you sign the Register as the University will not be held liable for misplaced or wrongly submitted bids. For enquiries, please contact 08038129159.
(7) GENERAL INFORMATION
(a) Bids must be in English and signed by an official authorised by bidders.
(b) Bids submitted after the deadline for submission would be returned un-opened.
(c) All cost will be borne by bidders.
(d) Bidders shall not bid for more than one (1) Lot;
(e) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while financial bids of un-successful bidders will be returned un-opened.
(f) Modibbo Adama University, Yola is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at anytime without incurring any liabilities in accordance with Section 28 of the PPA, 2007.
