TENDER OPPORTUNITY: PROVISION OF JV OIL FIELD PRODUCTION CHEMICALS SERVICES

(1)  INTRODUCTION

Mobil Producing Nigeria Unlimited (MPN) on behalf of Nigerian National Petroleum Corporation / MPN Joint Venture intends to engage the services of competent Contractors for the Provision of Oil Field Production Chemicals in its JV facilities for an anticipated contract term of three (3) year plus two (2) years optional extension period.

(2) SCOPE OF WORK

Category 1

Chemical Management Services

This shall include provision of services in relation to day-to-day management of the chemical treatment program and the Asset production laboratory activities to ensure the following objectives:

·         Oil and gas production is not constrained by any chemical-related issue

·         MPN and government produced water quality targets are met /Environmental impact is minimized

·         Internal corrosion rates are contained within defined limits, and the integrity of equipment is appropriately maintained

·         Individual system dosage rate is maintained at the optimum level on an appropriate basis

·         An industry-standard laboratory quality system is provided, and production laboratory operations are managed in accordance with this system

·         Education and training of Company personnel in the correct handling and application of supplied products such that no safety, health, or environmental incidents occur

·         Continual improvement of the performance of oil field chemicals through a structured program

·         To provide recommendations for other chemical applications, such as equipment preservation

Laboratory Services

Laboratory Chemicals and Equipment: reagents, solvents, consumables, and test equipment to maintain offshore and onshore analytical laboratories.

Supply of Integrity Chemicals

It is anticipated that the chemicals and materials to be supplied may include, but are not necessarily limited to the following:

Integrity Chemicals:

·         Asset Integrity Chemicals: corrosion inhibitors (multiphase, aqueous, closed system, glycol, gas), biocide, oxygen scavenger

Category II

Supply of Non-integrity Chemicals

It is anticipated that the chemicals and materials to be supplied may include, but are not necessarily limited to the following:

Non-Integrity Chemicals:

·         Flow Assurance Specialty Chemicals: scale inhibitors (calcium carbonate, barium sulfate), demulsifiers, water clarifiers, low dosage hydrate inhibitors, preservation formulations, scale dissolvers, wax dissolvers, pour point depressants, anti-foams

·         Commodity Chemicals: ethylene glycol, triethylene glycol (TEG), methanol

·         Third Party Utility Chemicals: Detergents, firefighting chemicals, hydraulic fluids

(3) MANDATORY REQUIREMENT

(i) To be eligible for this tender exercise, interested contractors are required to be prequalified in Production/Process/Drilling Chemicals (2.07.08) Product Category in NipeX Joint Qualification Scheme (NJQS) database; ensure all prospective Tenderers’ are NJQS compliance and up to date at the Advert close date. All successfully prequalified suppliers in this category will receive invitation to Technical Tender (ITT)

(ii)  To determine if you are prequalified and view the product/service category you are listed for: Open www.vendors.nipex-ng.com and access NJQS with your log-in details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.

(iii)  If you are not listed in a product/service category you are registered with DPR to do business, contact NipeX office at 27b Oyinkan Abayomi Street, Ikoyi, Lagos with your DPR certificate as evidence for necessary update within the stipulated Advert window.

(iv)   To Initiate the JQS prequalification process, access www.nipex-ng.com to download an application form, make necessary payments, and contact the NipeX office for further action

(v)   To be eligible, all tenders must comply with the Nigerian Content requirements In the NipeX system

(5) NIGERIAN CONTENT

Company is committed to the development of the Nigerian Oil and Gas business in compliance with the Nigerian Oil and Gas Industry Competent Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.

As from the commencement of this Act, the minimum Nigeria Content in any project service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the Schedule to the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB)

MPN requires their contractors to comply with the Act, its attached Schedule and any applicable regulation developed by the NCDMB.

Nigerian Content (NC) in the Nigerian oil and gas industry is defined as:

“The quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through the deliberate utilization of Nigerian human, material resources and services in the Nigerian oil and gas industry.”

“Nigerian company” is a company formed and registered in Nigeria in accordance with the provisions of Companies and Allied Matters Act with not less than 51% equity shares by Nigerians.

Tenderers shall consider Nigerian content as an important element of their overall project development and management philosophy for project execution.

As part of their submissions, Tenderers shall:

·         Demonstrate that entity is a Nigerian registered company. Tenderer shall provide evidence of company Ownership Structure form C02 and C07, registration on N0GIC JQS and NUPRC certificate.

·         Provide detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices, workshops, and blending facility) in Nigeria to support this contract.

·         Provide evidence (personnel list and positions with organization chart to substantiate) of percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.

·         Tenderers shall provide evidence of any of the under-listed NCEC demonstrating ownership of in-country blending plant to be utilized in executing the work scope or provide MOA with facility owner not bidding for the tender:

o   Category 1,2,3,4 or 5 Manufacturing and related Services (MS)

o   Category 1,2,3,4 or 5 Services and Support (SS) NCEC

o   Category 1,2,3,4 or 5 Non-Movable Assets (DA) NCEC

·         Tenderer shall comply with the latest approved version of NCDMB HCD GUIDELINE by committing (via a letter of undertaking) to providing Project- Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

Tenderer’s failure to comply with the NOG1CD Act or demonstrate commitment to Nigerian Content development will result in Tenderer’s disqualification.

(5) CLOSING DATE

Only tenderers who are registered with the Production/Process/Drilling Chemicals (2.07.08) NJQS Product/Categories as at 16:00hrs on 12/12/2023 being the advert close date shall be Invited to submit technical bids.

(6) ADDITIONAL INFORMATION

(i) Interested Suppliers must be prequalified for this product/ service category in NJQS

(ii) Full tendering procedure will be provided only to Contractors that have been successfully prequalified In NJQS.

(ii)  This advertisement shall neither be construed as an Invitation to Tender (ITT) nor a commitment on the part of MPN to award a contract to any Supplier and/or associated companies. Sub-contractors or Agents.

(iv)  This advertisement shall not entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from MPN and/or its partners by virtue of such companies having been prequalified in NJQS.

(v)  NNPC/MPN reserves the right to reject any and or all prequalified suppliers at its sole discretion and at no costs whatsoever.

(vi)  All costs incurred in registering and prequalifying for this and other product/service categories in NJQS shall be borne solely by Suppliers.

(vii)  Suppliers that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/ responsible personnel is up to date in their company profile in the NJQS database.

(viii)  MPN shall communicate only with the authorized/ responsible personnel of prequalified companies and not through unauthorized individuals or Agents.
