SELECTION OF CONSULTANT (CONTRACTOR) TO IMPLEMENT WATER RETICULATION AND REVENUE ENHANCEMENT PROJECT IN COLLABORATION WITH THE CORPORATION (LWC)

REQUEST FOR EXPRESSION OF INTEREST

Preamble:

The Lagos Water Corporation (LWC) is responsible for supplying potable water to Lagos State residents, while LWC has consistently strived to meet the water demands of its customers, there are a lot of significant challenges to be addressed. The corporation is losing a substantial amount of water to leakage within its distribution network, resulting in substantial financial losses. Additionally, non-payment of Bill’s by customers and concerns over outdated billing methods are affecting revenue collection and customer satisfaction.

PROJECT OVERVIEW:

Lagos Water Corporation (LWC) is seeking qualified and experienced consultants (contractors) to collaborate on a project aimed at addressing the challenges related to water distribution and revenue collection.

THE OBJECTIVES OF THE CONSULTANCY (PROJECT) SERVICE INCLUDE:

(1)     MITIGATE WATER LOSS: implement measures to reduce water losses from leakage within the distribution network, including the repair and upgrade of main pipes, valves, pumps and other essential infrastructure.

(2)     ENHANCE REVENUE COLLECTION: Modernize and streamline billing and revenue collection processes to maximize revenue generation and improve customer satisfaction.

(3)     INTRODUCE SMART WATER METERS: Provide and configure smart water meters to enhance data accuracy, customer billing transparency, and efficient water usage management.

(4)     IMPLEMENT NETWORK SURVEILLANCE SYSTEMS: Deploy surveillance systems to monitor the distribution network, detect anomalies and respond swiftly to operation issues.

SCOPE OF SERVICE (WORK):

(1)     Water Reticulation Systems:

·        Assess the existing distribution network and propose strategies for minimizing water losses due to leakages.

·        Implement repairs, upgrades, and preventive maintenance measures for main pipes, valves, pumps and associated infrastructure.

·        Develop and execute a comprehensive water loss reduction plan for LWC.

(2)     Revenue Enhancement:

·        Review title existing billing and revenue collection processes.

·        Propose and implement modern billing and revenue collection systems

·        Ensure transparency and efficiency in customer billing.

·        Implement strategies for reducing non-payment and late payment of bills.

(3)     Smart Water Meters:

·        Provide and configure smart water Meters for accurate data collection.

·        Implement data analytics and reporting systems to monitor water consumption.

·        Develop a plan for educating customers on the benefits of smart meters.

(4)     Network Surveillance Systems :

·        Establish a network surveillance system to monitor the distribution network in real-time.

·        Implement an early warning system to detect operational issues, leakages and irregularities.

·        Develop a rapid response protocol for addressing network anomalies.

PRE-QUALIFICATION CONDITIONS:

The Lagos Water Corporation (LWC) hereby invites eligible Consultants (Contractors) to show interest in delivering the service (project) described above. Also, note that LWC would consider Consultants (Contractors) duly registered to practice in Nigeria and with proven capabilities and expertise on such assignments. To apply, the interested Consultant(Contractor) must provide information evidencing that they have considerable experience and track records of good performance in the aforementioned Services.

Interested Contractors must provide documented evidence that they are qualified and experienced to perform the job. For that purpose, it is required to provide documented evidence of recent and similar Services (work) with contractual agreement and evidence of completion.

This Request for Expression of Interest (REoI) is open to Consulting (Construction) Firms.

(1)     Experience: General presentation of the contractor: In case of a consortium or joint venture (JV), all members shall submit documented evidence of similar projects finished in the last 10years. Determination of the similarity of the experiences will be based on:

·        The contract size;

·        The nature of the Services provided;

·        The technical area and expertise in water reticulation, smart metering, surveillance and revenue collection management.

(2)     Expertise: Evidence of the availability of appropriately skilled / experienced technical (personnel to effectively execute the assignment, shall be submitted through the submission of a list of CVs in the necessary fields.

(3)     Equipment and Tools : Evidence of the availability of required equipment and tools to carry out the project, including the conduction of a survey of the distribution network shall be submitted.

(4)     If the contractor is a Joint Venture( JV) or a consortium, the expression of interest shall include:

·        General introduction about the leading firm and its potential partners ;

·        A copy of the JV or Consortium Agreement entered into by all members. Alternatively, a letter of intent to execute a JV or Consortium Agreement in the event of a successful proposal shall be signed by all members and submitted with the expression of interest, together with a proposed Agreement, indicating the leader and area of expertise in the project

·        Justification of consortium or JV : complementary capacities and key technical fields of the consortium.

·        For a JV, all the members of the consortium shall be jointly and severally liable; jointly and independently capable of executing the project.

·        The Services (Construction) is anticipated to start after completion of procurement process and have a completion period of 9 months.

In addition the Consulting (Construction) firm shall also submit and fulfill the following documentation and conditions:

(I)      A covering letter summarizing content of the pre-qualification documents;

(II)       Certificate of Incorporation of Company/ Firm registration in Nigeria;

(III)    Evidence of current registration with Lagos State Public Procurement Agency (PPA);

(IV)   The Firm’s/Company’s general structure and detailed curriculum vitae/profile/ particulars of staff of the Firm or Consortium with areas of specialization;

(V)     The last 3- years Audited financial statements of Accounts and latest management account (2020, 2021, and 2022);

(VI)   Evidence of similar job done on the scale of the advertised project in the last five years (Copies of letters of award and Certificates of Completion);

(VII)  Evidence of last three (3) years Company/Firm Tax Clearance Certificate ( 2020, 2021 & 2022/23);

(VIII) Detailed methodology as well as work plan to be adopted in line with objectives and scope of service project;

(IX)   Evidence of three(3) years development levy for two (2) Directors

(X)     Sworn Affidavit confirming that all documents submitted are authentic.

(XI)   Evidence of membership with related professional bodies.

Only Contractors who maintain a current Registration Status with Lagos State Public Procurement Agency shall be eligible to participate in the process.

SUBMISSION OF DOCUMENTS

The Selection process shall be conducted on die Lagos State Public Procurement Agency’s E-Tendering Portal.

Expression of Interest (EOI) must be submitted online in English language clearly titled Selection of Consultant/Contractor to carry out Water Reticulation not later than 14 days from date of publication (January 17, 2024).

Interested Consultants/Contractors who are willing to submit EOI are required to log the e-portal of the FPA www.lagosppa.gov.ng to upload all necessary pre-qualification documents.

It should be noted that this EOI does not constitute a commitment on the part of the State and/or the Lagos Water Corporation to award the project to any Consultants)/Contractors) expressing interest.

Furthermore, submission of documents shall not entitle any of the interested parties to any claims Lagos State and/ or the Lagos Water Corporation by virtue of such party having responded to the EOI.

All cost incurred by respondents as a result of this EOI and any subsequent request for information shall be for the respondent’s account only.

LWC shall shortlist a maximum of six (6) applicant, from the list of respondents, to whom the Request for Proposal (RFP) for the project shall be sent.
