INVITATION FOR BIDS (IFB)
IFB NO: LASUBEB/G/NCB/024/23
INFRASTRUCTURAL DEVELOPMENT IN LAGOS STATE PUBLIC SCHOOLS
(1) Lagos State Universal Basic Education Board (LASUBEB) in pursuance of its mandate and in compliance with the requirement of the Lagos State Public Procurement Agency Law 2011(as amended in 2021), has received approval to procure 725 sets of Teachers Furniture (One table and two Chairs); 17 sets of Staff Furniture (One Table and One Chair); 4 Single Chairs; 4 Computer Table.
(2) Lagos State Universal Basic Education Board now invites electronic bids from eligible and qualified bidders for the procurement of 725 sets of Teachers Furniture (One table and two Chairs); 17 sets of Staff Furniture (One Table and One Chair); 4 Single Chairs; 4 Computer Table as indicated below:

(3) Bidding will be conducted through the National Competitive Bidding (NCB), a procedure specified in the Lagos State Public Procurement Guidelines for Procurement of Works and Goods.
(4) Interested eligible bidders may download a complete set of Bidding Documents in English Language FREE ONLINE, however, bidders who are willing to submit bids shall be required to pay a non-refundable fee N20,000.00 (Twenty Thousand Naira) only for the Bidding Document. Scanned Copy of the electronic receipt (not BANK TELLER) shall be uploaded and submitted with other documents making up the bid.
Payment should be made to Wema Bank, Maryland Branch, Account No. 0121285270, Branch Code 069, Revenue Code 4020023, Ministry Code: 4620000.
Interested Bidder should liaise with the Account Department of the Lagos State Universal Basic Education Board (LASUBEB) Maryland for Bill generation before payment at the Bank.
(5) Qualification Requirements:
(i) Evidence of Registration with Corporate Affairs Commission including CAC certificate and Articles of Association.
(ii) Evidence of current and valid Registration with Lagos State Public Procurement Agency in appropriate class.
(iii) Current Tax Clearance Certificate of the Company and two Directors for the last three years (2020, 2021 & 2022)
(iv) Company profile and organizational structure with the CV of key personnel/support with professional certificates.
(v) Availability (own/lease/hire) of the essential equipment as listed in the Bidding Data Sheet.
(vi) Experience as a prime Contractor in carrying out 2 project(s) of similar nature and complexity equivalent to the goods over the last Seven (7) years (to comply with this requirement, the work cited should be at least 70% complete) including the following details:
- Name of Project
- Scope of Work
- Brief description
- Contract Value
- Clients
- Nature of Contract
(vii) Letter of awards and Certificate of completion for the works executed in the past.
(viii) Evidence of 3 years Development Levy for two Directors (2020, 2021 & 2022).
(ix) Copies of VAT Registration with TIN No. and evidence of VAT Remittance for 3 years. (2020, 2021 & 2022)
(x) Evidence of the Company’s financial capability (Submission of audited Balance sheet or other financial statements for the last 3 years – 2020, 2021 & 2022) and Bank support.
(xi) A sworn affidavit that all documents submitted is genuine and verifiable.
(xii) Any additional information that may enhance your bid.
(6) SUBMISSION OF BID DOCUMENTS
(a) BID(S) SHALL BE SUBMITTED ONLINE ALONG WITH SCANNED COPY OF ELECTRONIC RECEIPT for the payment of the bidding document which shall be uploaded along with other documents making up the Bid.
(b) Any Bid submitted without the scanned copy of electronic receipt for payment for the Bidding Document shall be rejected and not be given any consideration.
(c) Bid(s) must be accompanied by a Bid Securing Declaration in the format indicated in the Bidding Document.
(d) All bids must be accompanied by Bid Security of 2% of Bid Price
(7) CLOSING OF BID
All Bid will come to close on Friday, 17 November, 2023 at 2pm
(8) BID OPENNING
Bids will be opened on Friday, 17 November, 2023 at 2pm, at the SUBEB Hall, Lagos State Universal Basic Education Board, Maryland, Lagos
