INVITATION TO TENDER
(1.0) INTRODUCTION
His Excellency Mallam Abdurahman Abdulrasaq, the Executive Governor of Kwara State has approved the Rehabilitation /Reconstruction of Sobi Water Dam. The Ministry of Water Resources in furtherance of the approval is hereby inviting interested, reputable and qualified Contractors with relevant experience and good track records in Water Resources Engineering to bid for the Rehabilitation/Reconstruction of Sobi Water Dam.
(2.0) SCOPE OF WORK
Rehabilitation/Reconstruction of Sobi Water Dam.
(3.0) ELIGIBILITY REQUIREMENTS:
Prospective Bidders must possess the under-listed requirements to be eligible, to undertake the Rehabilitation/Reconstruction of this project:
(a) Evidence of registration with the Corporate Affairs Commission (CAC);
(b) Evidence of Registration with Kwara State Public Procurement Agency (KWPPA) in the appropriate category;
(c) Evidence of Company Income Tax Clearance for the last three (3) years (2021, 2022 and 2023);
(d) Evidence of current Pension Compliance Certificate valid till 31st December, 2023;
(e) Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2023;
(f) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid fill 31st December, 2023;
(g) Company’s Audited Accounts for the last three (3) years (2021, 2022 & 2023);
(h) Company’s profile with Curriculum Vitae of key staff including their Academic and professional qualifications;
(i) Evidence of Financial capability to execute the project by submission of a Reference Letter from a reputable commercial Bank;
(j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including Letter of Award, Valuation/Job Completion Certificate and Photographs of projects;
(k) List of plant/equipment with proof of Ownership/Lease agreement;
(l) Bids (Technical and Financial) must be submitted in sealed envelopes;
(m) Payment of non-refundable tender fee of one hundred and fifty (N150,000:00) only.
(4.0) SUBMISSION
Prospective Bidders are to submit Bids in two (2) hard copies each of the technical and financial bids packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bids”, Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

Block C, Maw Secretariat Complex,
Ahmadu Bello Way, Ilorin, Kwara State.
And clearly marked with (the name of the project), Furthermore, the reverse of each sealed, envelope should bear the name and address of the Company and dropped in the designated Tender Box located at:

Block C, New Secretariat Complex,
Ahmadu Bello Way, Ilorin, Kwara State,
Not later than 12noon of Thursday, 11 April, 2024.
(5.0) OPENING OF BIDS
The bid documents will be opened Immediately after the deadline for submission at 12noon of Thursday, 11 April, 2024 in the conference room of the Ministry.
Please note that the Ministry of Water Resources shall not be held liable for misplaced or wrongly submitted bid documents.
(6.0) GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official authorized by the Company;
(b) Bid submitted after the deadline for submission shall be returned un-opened;
(c) All costs shall be borne by the bidders;
(d) Bidders can submit through Post (Courier Services);
(e) Arrangement of technical documents in hard copies should follow the order in the list above and appropriately paged. The technical document should items are to be found;
(f) The Kwara State Ministry of Water Resources, is not bound to accept any bid and reserves the right to annul the procurement process at any time ‘Without incurring liabilities in accordance with section 38 of the Kwara State Public Procurement Law, No. 7 of 2018, as amended.
