The Federal Government of Nigeria/Kwara State has received financing from the Islamic Development bank towards the cost of the Kwara State Special Agro-Industrial Processing Zones Project and intends to apply part of the proceeds for payment of cost for the Engagement of Consultant for the detailed design and supervision of Agro-Industrial Hub (AIH) at Malete Kwara State.

The services include assisting the KWARA-PIU to produce SAPZ master plans with detailed engineering design, preparation of Bill of Engineering Measurement and Evaluation (BEME) for the construction works at proposed AIH, and supervision of construction works at AIH to ensure that all works are delivered to agreed quality, time and within budget. The design aspect of the assignment is expected to be delivered in four months from the date of commencement while the supervision is all through the life span of the assignment with a proposed start date of April 2024. While ensuring full consistency with the TOR referred to in the REOI.

The Kwara State Special Agro-Industrial Processing Zone (KW-SAPZ) Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria are as follows:
1. Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC)

2. Firm’s overall experience, Qualifications and Managerial ability.

3. Financial/Account Information with evidence of Tax Clearance Certificate for the last three (3) years (2020, 2021 & 2022).

4. Company’s audited account for the last three (3) years (2020, 2021 &2022).

5. Evidence of financial capacity to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.

6. Evidence of the Firm’s Registration with relevant professional/regulatory bodies and valid annual practicing license e.g.. COREN, QSRBN, ARCON, CORBON.

7. Firm’s specific experience in Design and Civil Works Supervision in project to include verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates.

8. Availability of relevant personnel.

NOTE: The qualification and experience of key experts shall not be included in the shortlisting criteria. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Quality and Cost Based Selection method among a national shortlist (QCBS/LC) method set out in the Procurement Guidelines.
