VALUE CHAIN DEVELOPMENT PROGRAMME

PREQUALIFICATION NOTICE

(1.0)  INTRODUCTION

The Federal Government of Nigeria has received financing from the International Fund for Agricultural Development equivalent to 89.1 million dollars towards the cost of additional financing of Value Chain Development Programme (VCDP AF) and intends to apply a portion of the proceeds of this loan/grant to eligible payments under this contract: Payment by IFAD will be made only at the request of Federal Government of Nigeria and upon approval by IFAD, and will be subject, in all respects, to the terms and conditions of the Financing Agreements. The Financing Agreement prohibits a withdrawal, from the loan and/or grant account for the purpose of any payment to persons or entities/or-for any import of goods, if such payment or import, to-the knowledge of IFAD, is prohibited by a decision of the United Nations. No parties other than (name of Borrower/Recipient) shall derive any rights from the Financing Agreement or have any claim-to financing proceeds.

The Federal Government of Nigeria (hereafter called the Borrower) received a credit from the International Fund for Agricultural Development (IFAD) (hereafter called loan): and implemented a six years FGN/IFAD assisted Value Chain Development Programme (FGN/IFAD/VCDP) in six states of Anambra, Benue, Ebonyi, Niger, Ogun and Taraba; within five Local Government Areas each in all the states. Having successfully implemented the project to its conclusion December, 31st 2019, the Programme was commended. Consequently, on Federal Government’s formal request, It received an additional financing credit of $89,1 million to directly improve the livelihoods of approximately 100,000 households – 90,000 smallholder producers 9000 processors and 1000 traders) in nine States: This translated to the inclusion of three additional States of Enugu, Kogi and Nasarawa to the existing six States. Within each of these three States, five Local Government Areas with comparative advantages and potentials in the production, processing and marketing of the Programme’s mandate crops-Cassava and Rice will be intervened in. This implies a total of 63 LGAs: 8No LGAs in each of the six VCDP-States and 5No LGAs in each of the three VCDP-AF States.

The primary target groups are;

(i) poor rural households engaged in the cassava and rice value chains (VCs) who cultivate not more than 5 hectares of land under rice/cassava); and

(ii) small-scale processors (with average processing capacities of 2MT/day for cassava and 4MT/day for rice) and traders on the produce of the mandate crops, with emphasis on women and youth.

The secondary target groups include:

(i) downstream stakeholders, particularly processors linked to a large number of the primary target groups;

(ii) local government councils(LGAs) and communities strengthened to sustainably manage the marketing infrastructures supported by the Programme; and

(iii) private sector operators to provide quality services required by smallholder farmers and processors.

The Value Chain Development programme (VCDP) focuses on enhancing the productivity and profitability of smallholder farmers and small/medium- scale agro-processors by enhancing their capacity to increase yields, improve their access to markets, as well as add value to locally produced raw materials through improved processing and packaging.

Its primary goal is to reduce poverty and sustainably enhance accelerated economic growth; whilst the specific Programme Development Objective (PDO) is to increase incomes and enhance food security for rural poor households engaged in production; processing and marketing of rice and cassava in the targeted LGAs of the nine, targeted states on a sustainable basis.

The VCDP Kogi-State Programme Management Unit (KGSPMU) intends to expand/ update her data base of consultants and contractors, Eligible individual consultants, consulting and contracting firms are invited to indicate interest in working for our programme.

(2.0)  PURPOSE OF NOTICE

Value Chain Development Programme (VCDP) will undertake various procurement activities in the course of programme implementation and would require the services of reputable companies and qualified professionals to support programme implementation. This notice is seeking the submission of relevant documents both statutory and activity specific for the purpose of prequalification at this stage.

(4.1)  Statutory prequalification requirements:

(i)      Evidence of registration with Corporate Affairs Commission

(ii)      Evidence of Tax Clearance for the last three years (2021, 2022 and 2023).

(iii)     Audited Accounts for the past three years (2021, 2022 and 2023)

(4.2)  Other Requirements

(i)      Evidence of at least three (3) jobs successfully executed within the proposed category in the last 5 years with Certificate of Job Completion or Interim Certificates for jobs on-going.

(ii)     For engineering and other professional services, key staff must submit relevant professional membership certificates.

(5.0)  SPECIFIC REQUIREMENTS

In addition to statutory and other requirement (4.1 & 4.2) interested firms or individual must provide the following specific requirements

(5.1.1)         Agricultural Production Services

·        Company technical profile with documentary evidence showing the firm’s competence in agronomy, soil science and extension services.

·        Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:

·        A first degree in Agriculture/field crop production/Agronomy (or related fields). Holder of an advanced degree in relevant fields will be an added advantage;

(i)      Must have demonstrated ten (10) years minimum work experience in field crop production/agribusiness/value chain development

(ii)      Should have sound knowledge of agricultural extension service delivery system

(iii)     Should have proven track record in communication/training skills; and have the competence to interact with farmers and other locals in their rural environments;

(5.1.2)         Market Enterprise and Development Advisory Services

·        Company technical profile with documentary evidence showing the firm’s competence in market enterprise and development and farm-gate to contract deliveries.

·        Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:

(1)     First degree in Agriculture Economics, Economics or Business Administration or Marketing Holders of an advanced degree in relevant field will be an added advantage:

(ii)      Up to Ten (10) years’ experience in the field of agribusiness marketing with the private or public sector.

(3.1.3)         Agro Processing and Quality Enhancement Services

·        Company technical profile with documentary evidence showing the firm’s competence in ago-engineering, agro-processing and agricultural product handling.

·        Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:

(i)      A team of consultants or individual with minimum of Bachelor’s Degree or Higher National Diploma in Agricultural/Food Engineering or Food Science and Technology. Advanced degrees will be added advantage.

(5.1.4)         Market /Value Chain Infrastructure Services

·        Company technical profile with documentary evidence showing the firm’s competence in engineering construction services with a minimum of 5 experience.

·        Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:

(i)      A minimum of first degree in civil, highway, irrigation, water, structural, agricultural engineering, land surveying, building, quantity surveying, land surveying, architecture with registration with relevant professional body.

(5.1.5)         Monitoring & Evaluation/Management Information System Services

·        Company technical profile with documentary evidence showing the firm’s competence in design and implementation of successful M&E systems and must have up to 10 years’ experience in M&E and Project management specific to Agriculture, marketing and policies.

·        Also, the company must have experience in Agriculture and rural development projects, especially in participatory impact assessment projects.

·        Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:

(i)      A masters or higher level University degree in Agricultural Economics, Economics, Statistics or other relevant field.

(ii)      Proficient in the use of databases and spread-sheets, statistical and other software packages for both quantitative and qualitative analysis and demonstrated skills in quantitative and qualitative analysis and data management.

(5.1.6)         SERVICE PROVIDERS FOR MAINSTREAMING NUTRITION INTO VCDP

·        Company technical profile with documentary evidence showing the firm’s competence in working with children, pregnant women and lactating mothers.

·        Evidence of understanding the dietary intake of rural dwellers and areas of intervention.

·        Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:

(i)      The Lead consultant must have a minimum of PhD in nutrition, agriculture or related Field.

(ii)      The core service team must have degrees in agricultural extension and rural sociology or related fields.

(5.1.7)         Procurement Advisory Services

·        Company technical profile with documentary evidence showing the firm’s competence in the provision of procurement advisory services, in public and private sector in the last 10 years.

·        Evidence of good understanding of procurement requirements of donor agencies. Previous work with IFAD funded projects will be added advantage

·        Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:

(i)  First degree in Engineering, Business Administration, Sciences, Humanities, Law or Marketing (or equivalent) and be computer literate. Holder of an advanced degree in relevant field will be an added advantage:

(5.1.8)         FINANCIAL MANAGEMENT SERVICES

·        Company technical profile with documentary evidence showing the firm’s competence in the provision of Financial Management advisory services, in public and private sector in the last 10 years.

·        Evidence of good understanding of financial Management requirements of donor agencies. Previous work with IFAD funded projects will be added advantage

·        Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:

(i)      Masters or higher level University degree in Agricultural Economics, Business Management, Finance, Economic or other relevant fields.

(ii)      A professional qualification (ACA, ANAN, ACCA) with at least 6 years of post-qualification experience.

(iii)     A minimum of 5 years experience in management team of donor funded projects.

(iv)     Evidence of knowledge of both national and international accounting procedures.

(5.1.9)         Knowledge Management and Communication services

·        Company technical profile with documentary evidence showing the firm’s competence in the provision of Knowledge Management and Communications advisory services, in public and private sector in the last 5 years.

·        Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below;

(i)      First degree in Mass Communications, English or relevant social sciences degrees (or equivalent). Holder of an advanced degree in relevant field will be an added advantage;

(ii)      Five (5) years minimum experience in the field of knowledge management and communications.

(iii)     Evidence of work in International Development and/or private sector.

(5.1.10)       Rural Institution, Youth and Gender Advisory services

·        Company technical profile with documentary evidence showing the firm’s competence in the strengthening of Farmer Organizations and gender mainstreaming activities.

·        Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below

(i)      Masters or higher level University Degree in Sociology, Psychology, Economics, Education and other relevant discipline.

(ii)      Minimum of 5 years post-qualification experience including at least 2 years in implementation of projects integrating strengthening of Farmers organizations and gender issues.

(iii)     Knowledge in participatory approaches, and gender mainstreaming

·        The company must meet requirements as provided in 4.1 & 4.2

(6.0)  WORKS

In addition to the requirements provided in 4.1 & 4.2, the firms must provide the following

·        List and location of equipment owned by the company.

·        List and location of equipment under lease by the company.

·        Evidence of financial viability of the company through letter of reference from your bank

·        Letter of authorization, allowing VCDP to undertake inspection of your office and equipment listed above without prior notice.

(7.0)  GOODS

·        The firms must provide the requirement indicated in 4.1 & 4.2

·        The firm can provide additional documents that can support their submission

·        For specialized materials and equipment, companies should provide Manufacturer’s Authorization

(8.0)  SUBMISSION REQUIREMENTS

(8.1)  Submission location, format and deadline

·        The documents should be submitted in bounded hard copies only (e-copies are not acceptable)

·        The documents should be submitted in three (3) copies marked with the assignment applied for indicated at the top corner of sealed envelope.
