REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR ENGAGEMENT OF CONSULTANT FOR SUPERVISION OF CIVIL WORKS AT ETAHI, OMIGBO AND ANKPA EROSION SITES IN KOGI STATE.

The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the [Agro-Climatic Resilience in Semi-Arid Landscapes Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include assisting the Kogi State Project management unit in the provision of supervision of works for a two-year period for the three sites listed above and any other subsequent sites as may be cleared and approved. The estimated number of Professional Staff-months required for the assignment is 120 persons-month covering a period of Twenty- four months. The prospective Firm is required to propose a team that will bring an appropriate mix of disciplines, educations, skills and experience, a sound understanding of development issues, and strong international and/or regional experience on similar projects. The Consultant Firm must be conversant with the ESHS as well as the ESF requirements in a World Bank assisted Project.

The Kogi State Agro-Climatic Resilience in Semi-Arid Landscapes Project, the implementing agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) evidence showing the fields of specialty of the firm (consultant’s profile/brochures)
(ii) evidence showing that the firm is a legal entity (certificate of registration),
(iii) evidence of registration with relevant authorities and professional bodies.
(iv) Evidence showing the technical and managerial capabilities of the firm in the field of assignment.
(v) experience of working in a similar geographical region,
(vi) Description of similar assignments,
(vii) Availability of appropriate skills among staff, and availability of essential technology etc.). For each previous project performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [Revised September, 2023] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications
but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) selection method set out in the Procurement Regulations.
