CALLS FOR PROPOSALS FROM IT FIRMS FOR CONSULTANCY FOR ONLINE MODEL OF X-RAY READING AND REPORTING BY RADIOLOGISTS FOR KNCV GLOBAL FUND PDX – IMPACT PROJECT

GENERAL INFORMATION:

KNCV Nigeria a local non-profit organization dedicated to the fight against tuberculosis (TB), the deadliest infectious disease in the world, as well as other diseases of public health importance, and has been supporting the National Tuberculosis and Leprosy Control Programme (NTBLCP) in Nigeria since 2004. With funding from The Global Fund to Fight AIDS, TB and Malaria (GFATM), KNCV Nigeria is supporting the NTBLCP on the Nationwide scale up of the Portable Digital X-rays with Artificial Intelligence (PDX + AI) across all 36 states of the country and the FCT.

The implementation of Portable Digital x-ray for Active TB case finding in Nigeria – (IMPACT Project) will scale up the utilization of portable digital X-rays (PDX) with Artificial Intelligence (AI) for TB case finding in hotspot communities and high burden facilities across all 36 states in Nigeria and the FCT. The objectives of this project will be:

(1) To drive targeted TB screening within identified TB Hot spots, most at risk population and high burden facilities.

(2)  To improve the diagnostic efficiency of the molecular diagnostic tools e.g. TB LAMP, GeneXpert and TrueNat.

(3) To ensure early TB case finding within the community and thus limiting TB transmission and infection.

(4)  To drive the TB program, scale up of TPT by identifying non-presumptive TB among contacts of diagnosed TB cases in the community for TPT.

KNCV Nigeria seeks to engage the services of a reputable IT firm to build and deploy an online Xray reading platform for the reading and interpretation of Xray films by radiologists based on the diagnostic algorithm.

OBJECTIVES

The portable digital Xray (and fixed digital x rays) with Artificial Intelligence (PDX + AI) is a diagnostic unit for TB screening, which takes X-rays of populations at risk for TB and uses an artificial intelligence model to profile the client for TB. These presumptive TB clients are then tested for TB using a molecular WHO recommended diagnostic test. A subset of these presumptive clients will need to have their X-rays interpreted by radiologists, through a virtual web-based system to ensure seamless communication between the radiographers manning the fixed digital x rays and PDX+AI platforms and the Radiologists who will interpret the results.

The web-based system for reporting is expected to ensure a significant reduction in the Turn Around Time (TAT) for the Radiologist interpretation of the X-rays, significantly reduced the evaluation gaps and improved the diagnostic accuracy of the results from the radiologists. A similar web-based system has been used by KNCV Nigeria for 10 portable digital X-rays with significant success. KNCV Nigeria seeks the services of a reputable IT firm to establish and deplore such a system for 390 new platforms procured by GFATM for active TB case finding across Nigeria and some existing digital x ray platforms within the program.

METHODOLOGY

The vendor shall describe their preferred implementation methodology outlining the activities broken down in at least the following phases:

(1)  Project initiation/scoping workshop

(2)  System Design

(3)  System Pilot

(4)  Training of users for the platform

(5) Post-implementation Review

DELIVERABLES

The following deliverables are expected:

(1)   Fully configured and deployed web based virtual platform for digital x ray reporting.

(2)   Different User access levels.

(3)   Training of users (program officers, radiographers, and radiologists) on the use of the platform

(4)   Engage consultants Radiologists that will be recommended by the project for digital x-ray reporting.

(5)   Development of a real time reporting dashboard that shows the status of all films sent on the platform.

(6)   Development of monthly summaries on the duties of each radiologist.

(7)   Development of a payment method for radiologists onboarded on the platform.

(8)    System Documentation.

ELIGIBILITY REQUIREMENTS:

To be eligible to participate in this process, vendors must provide the following documents:

·         Clearly indicate name, address, and contact details of organization, name, designation and signature of authorized person, and date.

(3)  Fill and submit KNCV Vendor information form.

(4)  All bids must be written in English and signed by an authorized person.

(5)    Bids submitted after the closing date/time will neither be opened nor considered.

(9)    Tax Clearance Certificate (For the Last 3 years)

(10) Evidence of Operating license or Authorization letter from operating partners

(11)  Evidence/proofs of similar services provided to NGO’s, including letters of award, contract agreement. As many as possible.

NB:

Submissions in default of ANY requirement listed above will be excluded from the procedure.

Please note that a 5 – 10% WHT will be deducted per invoice as required by FIRS.
