The Federal Government/Kano State Government has received financing from the Islamic Development Bank toward the cost of the Kano Special Agro- Industrial Processing Zone (SAPZ) Project, and intends to apply part of the proceeds for consultant services.

The services include production of the SAPZ Master Plan (detailed design) For the ATC (6 months) at Kura, Bagwai, Dawanau, and Kakara and Supervision of Civil Works (24 months) while ensuring full consistency with the TOR referred to in this REOI. The project will require the service of a consultant For each of the ATCs:

(1)          Kura For Rice

(2)          Bagwai For Tomato

(3)          Dawanau for Groundnut and Sesame

(4)          Kakara For Livestock-Beef and Dairy

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address provided below.

The Kano State SAPZ under Kano State Ministry of Agriculture and Natural Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are Fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.].

The shortlisting criteria are:

(1)          Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC) or similar Commission;

(2)          Firm’s General Experience, Qualifications and Managerial Ability;

(3)          Firm’s Financial/Account Information with Evidence of Tax Clearance (TCC) and Audited Accounts for 2020, 2021 & 2022.

(4)          Company’s Audited Accounts For the last three (3) years (2020, 2021 & 2022);

(5)          Firm’s specific experience in Design and Civil Works Supervision in project to include Verifiable documentary evidence of at least three (3) similar jobs executed in the last Five (5) years including Letters of Awards, Valuation Certificates Job Completion Certificate;

(6)          Evidence of Financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;

(7)          Availability of relevant personnel;

(8)          Evidence of Company’s Registration with relevant Professional/Regulatory body(ies) and valid annual practicing licence; e.g., COREN, QSRBN, ARCON, CORBON

Note: The qualification and experience of key experts shall not be included in the shortlisting criteria. Key experts will not be evaluated at the shortlisting stage

Consultants may associate with other Firms to enhance their qualifications, but should indicate clearly whether the association is in the Form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Guidelines.
