RFB Description: Construction of 6Nos Cross Drainage Structures (lots 1-3)

(1) The Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development has received financing from the World Bank and the L’Agence Francaise de Developpement (French Development Agency or AFD) and on-lent the financing to nineteen participating States (namely Abia, Akwa Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto, Niger, Gombe, Ekiti, Kaduna, Ebonyi and Osun) toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for Construction of 6Nos Cross Drainage Structures in Kano State. This contract will be financed jointly by the International Development Association (IDA), AFD and Kano State Government. Procurement process will be governed by the World Bank’s Procurement Regulations.
(2) The Kano State Project Implementation Unit, Rural Access and Agricultural Marketing Project now invites sealed Bids from eligible Bidders for the Construction of 6Nos Cross Drainage Structures in Kano State grouped into 3 lots as follows;

Note: The project involves the Construction of 6Nos Cross Drainage Structures in Kano State. The works include but not limited to; Site clearance and Earthwork, Vented Drifts, Culverts and Drains, as well as strict undertaking of Social and Environmental Safeguard. The work is expected to be completed within IS months.
(3) Bidding will be conducted through National Competitive procurement method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” November, 2020- Fourth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
(4) Interested eligible bidders may obtain further information from the State Project Coordinator Kano State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.
(5) The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira (NGN50,000.00) only per LOT. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given in 9 below;

(6) Bids must be delivered to the address below on or before 12:00noon on Tuesday, 23 January, 2024. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Tuesday, 23 January, 2024 by 12:00noon.
(7) All Bids must be accompanied by a “Bid Security” in the amounts indicated in the above table.
(8) Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
